This verse is an udāharaṇa of śilpa-kauśalam, 'skill in craft' — the excitant (uddīpana) named in the lead-in 'śilpa-kauśalaṁ, yathā—'. Per Viśvanātha it is spoken in Śrī-Rādhā's own voice, wondering at a garland Kṛṣṇa made and had sent to her.
