The verse — decoded
L1example
anaṅga-rāgāya babhūva sadyas
anaṅga-rāgāyaso as to arouse anaṅga-rāga — the passion of Anaṅga (Kāma, the bodiless love-god), bare desire dative of purpose, 'for the sake of / so as to produce'; the whole verse turns on hearing this as a-n-aṅga-rāga (Kāma's passion) against aṅga-rāga, the body-cosmetic named in L2 — a virodha (apparent-contradiction) punअनंग अर्थात् कामदेव के अनुराग (राग) के लिए
babhūvadid it become, did it turn intoहो गया / बन गया
sadyaḥat once, on the spotतत्काल, तुरन्त
sadyaḥ — on the spot; anaṅga-rāgāya — so as to arouse Kāma's passion; babhūva — did it become — [subject 'tava aṅga-rāgaḥ' and the teasing 'kim' complete in L2]
anaṅga-rāgāya — अनंग अर्थात् कामदेव के अनुराग के लिए; babhūva — हो गया; sadyaḥ — तत्काल
On the spot it turned into anaṅga-rāga — the very passion of Kāma. The subject ("even your aṅga-rāga") and the teasing question arrive in the next line; the joke is already loaded here, since anaṅga-rāga (bodiless desire) sounds exactly like aṅga-rāga (the cosmetic on the body).
तत्काल ही वह अनंग अर्थात् कामदेव के अनुराग का कारण बन गया।
An udāharaṇa (illustrative verse, lead-in 'yathā vā', 'or as in…') for uddīpana-vibhāva, the excitants of rasa: here Kṛṣṇa's own ornaments — his aṅga-rāga (cosmetic unguent) and his dāma (garland) — are shown inflaming the vraja women. The verse is built on virodha-alaṅkāra, the figure of apparent contradiction, worked through two puns: aṅga-rāga / anaṅga-rāga (cosmetic vs. bodiless passion) in L1–L2, and dāma / ud-dāma (binding rope-garland vs. un-bound) in L3–L4, capped by the address 'Dāmodara'.
L2example

aṅga-rāgaḥthe cosmetic on your body — the smear of sandal-paste and kuṅkuma (the subject of L1's 'babhūva')अंगराग (शरीर का सुगन्धित लेप — चन्दन-कुंकुम आदि)
apieven, of all thingsभी
kimdid it really…? — a mock-astonished, teasing question interrogative 'kim' governing 'babhūva' in L1; the tease is that the effect is comically out of proportion to the causeक्या (यह प्रश्नवाचक 'किम्' L1 के 'बभूव' से जुड़ता है)
aṅganāsuin the women, on the young women locative, 'among / in the case of'स्त्रियों के विषय में / स्त्रियों के बीच
he kṛṣṇa, tava — your; aṅga-rāgaḥ api — even the cosmetic on your body; aṅganāsu — in the women; kim — did it really [anaṅga-rāgāya babhūva sadyaḥ, L1] — turn on the spot into Kāma's passion?
tava — तेरा; aṅga-rāgaḥ — अंगराग (शरीर का सुगन्धित लेप); api — भी; kim — क्या; aṅganāsu — स्त्रियों के बीच
"Did even your body-paint — the sandal-and-kuṅkuma smear — instantly become sheer desire in the women?" The pun lands: aṅga-rāga (a cosmetic on the body, aṅga) somehow turning into an-aṅga-rāga (the passion of the bodiless one, Kāma).
क्या तेरा अंगराग भी स्त्रियों के बीच तत्काल कामदेव के अनुराग का कारण बन गया? यहाँ मज़ाक यह है कि कार्य अपने कारण की तुलना में हास्यास्पद रूप से बड़ा है।
L3example
uddāma-bhāvāya tathā kim āsīd
uddāma-bhāvāyaso as to produce uddāma-bhāva — unbridled, overflowing emotion dative of purpose; second pun — 'uddāma' as 'unrestrained' plays against 'dāma' (garland/rope) in L4, and in the contradiction-reading ud- flips to a negative, 'un-roped' (see Viśvanātha)उद्दाम अर्थात् उन्मुक्त (निर्बंध) भाव के लिए
tathālikewise, in the very same wayउसी प्रकार, वैसे ही
kimdid it really…? — the teasing question againक्या
āsītdid it come to be, did it turn outहुआ, बना
tathā — likewise; uddāma-bhāvāya — so as to stir unbridled emotion; kim āsīt — did it really come to be — [subject 'tāvakīnaṁ dāma' completes in L4]
uddāma-bhāvāya — उद्दाम अर्थात् निर्बंध भाव के लिए; tathā — उसी प्रकार; kim — क्या; āsīt — हुआ
"And likewise — did it come to stir up wild, unbridled emotion?" Again the subject waits for the next line. 'uddāma' means unrestrained; but it also hides 'dāma' (a rope, a garland), setting up the second contradiction-pun.
क्या उसी प्रकार वह उद्दाम अर्थात् उन्मुक्त भाव का कारण बना?
The second pun runs on dāma. 'dāma' is a garland (mālya) — and a binding rope; 'ud-dāma' means 'unrestrained,' but literally 'off-the-rope, un-bound.' So a dāma (which binds) is called ud-dāma (un-bound) — the built-in contradiction — and it is aimed at 'Dāmodara' (L4), the very name meaning 'bound by a rope (dāma) at the belly (udara).'

apieven, no less than the cosmeticभी
dāmodaraO Dāmodara vocative; the name means 'one bound by a rope (dāma) at the belly (udara)' — which is exactly what feeds the dāma / ud-dāma contradictionहे दामोदर (जिसे उदर पर दाम अर्थात् रस्सी से बाँधा गया)
tāvakīnamyours — belonging to you adjective qualifying 'dāma'; a slightly elevated synonym of 'tava'तेरी ('दाम' का विशेषण; 'तव' का ही कुछ ऊँचा पर्याय)
he dāmodara — O Dāmodara; tāvakīnam dāma api — even your garland; tathā — likewise [L3]; uddāma-bhāvāya kim āsīt — did it really come to be for the sake of unbridled emotion?
dāma — दाम अर्थात् माला; api — भी; dāmodara — हे दामोदर; tāvakīnam — तेरी
"O Dāmodara — did even your garland, too, likewise turn into a thing that unleashes wild emotion?" The bite is in the name: he is called Dāmodara, 'the rope-bound one,' yet his dāma (rope-garland) produces ud-dāma (un-bound) passion — a rope that unbinds.
हे दामोदर! क्या तेरी माला (दाम) भी वैसे ही उद्दाम भाव का कारण बनी?

tat-preyasyāḥ purataḥ — उसकी प्रेयसी के सम्मुख; śrī-kṛṣṇaṁ prati — श्रीकृष्ण को लक्ष्य करके; sakhī-kṛta — सखी द्वारा किया गया; parihāsa-vacanam — परिहास का वचन
Jīva frames the whole verse: these are teasing words that a sakhī (a girlfriend) throws at Śrī Kṛṣṇa — and she does it in front of his beloved. (Note: Jīva names the speaker a sakhī; Viśvanātha, next, calls her a dūtī, a go-between.)
यह सखी के द्वारा, उस प्रेयसी के सामने ही, श्रीकृष्ण को लक्ष्य करके कहा गया परिहास का वचन है।

Viśvanātha sets the scene: the dūtī (the go-between messenger) is speaking to Śrī Kṛṣṇa in the verse beginning anaṅga. (He calls the speaker a dūtī, where Jīva called her a sakhī — the two are not harmonized here.)
दूती श्रीकृष्ण से 'अनंग' इत्यादि श्लोक कहती है।

Viśvanātha fixes the plain sense of aṅga-rāga: the cosmetic smear rubbed on the body — sandalwood paste, kuṅkuma, and the rest. (This is the surface reading, before the pun on anaṅga-rāga.)

tad-arthamso 'uddāma-bhāvāya' reads: 'for the sake of that [pure emotion]' 'tad-artham' unpacks the dative uddāma-bhāvāya of L3 as a dative of purposeउसके लिए (उस भाव के निमित्त — यह L3 के 'उद्दाम-भावाय' को तादर्थ्य में खोलता है)
tava dāma — your dāma; mālyam api — is a garland too; uddāmaḥ — 'uddāma'; vinirmalaḥ yaḥ bhāvaḥ — is the spotless emotion that it names; tad-artham — 'for the sake of that'
tava dāma — तेरा दाम अर्थात्; mālyam — फूलों की माला; api — भी; uddāmaḥ vinirmalaḥ yaḥ bhāvaḥ — जो उद्दाम (अत्यन्त निर्मल) भाव है; tad-artham — उसके लिए
Viśvanātha reads the second half straight: your dāma is a garland; and uddāma he takes as vinirmala — the perfectly pure, spotless emotion. So uddāma-bhāvāya means 'for the sake of that pure emotion.' This is the plain (non-contradiction) reading.
तेरा दाम अर्थात् माल्य (फूलों की माला) भी — जो उद्दाम अर्थात् अत्यन्त निर्मल भाव है, उसके लिए हुआ।
s4alternative
virodha-pakṣe udupa-sargo nañ-arthe |
virodha-pakṣebut on the contradiction-reading — the second, punning layer of the verse locative of the alternative, 'in the case of…'; virodha = the figure of apparent-contradiction the verse is built onविरोध-पक्ष में (आपात-विरोध वाले अर्थ में)
ud-upasargaḥthe prefix 'ud-' (in ud-dāma)'उद्' उपसर्ग
nañ-artheis taken in the sense of the negative particle — 'un-, not-' nañ is the grammarians' name for the negation a-/an-; ud- is here made to do that negating work, so ud-dāma flips to 'un-dāma,' not-a-ropeनञ् अर्थात् निषेध (अ-/अन्) के अर्थ में होता है
virodha-pakṣe — on the contradiction-reading; ud-upasargaḥ — the prefix 'ud-'; nañ-arthe — [is] in the sense of the negative 'un-'
virodha-pakṣe — विरोध (आपात-विरोध) पक्ष में; ud-upasargaḥ — 'उद्' उपसर्ग; nañ-arthe — नञ् अर्थात् निषेध के अर्थ में
Now Viśvanātha turns to the second layer — the virodha, the built-in contradiction. Here the prefix ud- (in ud-dāma) is read as a negation, like 'un-.' So ud-dāma flips from 'unrestrained' to 'un-roped, no-rope' — the exact opposite of a binding dāma. That is the apparent contradiction the poet plants: your dāma (a binding garland) is yet ud-dāma (un-bound). Do not collapse the two readings — the pure-emotion sense of s3 stands alongside this one.
विरोध वाले पक्ष में 'उद्' उपसर्ग नञ् अर्थात् निषेध के अर्थ में लिया जाता है।

ud-vartmanā gacchati iti-vat — just as in [the usage] 'he goes by the ud-vartman (the off-road)'
ud-vartmanā gacchati — 'उद्वर्त्म से चलता है' (वर्त्म अर्थात् मार्ग का निषेध); iti-vat — इसी प्रकार
He backs the reading with a familiar usage: 'he goes by the ud-vartman' — the off-road, the no-path. There too ud- negates the following word (vartman, 'road'), so it is fair to let ud- negate dāma in the same way. A grammatical parallel, not a scriptural citation.
जैसे 'वह उद्वर्त्म से चलता है' में 'उद्' मार्ग के निषेध का बोधक है, वैसे ही यहाँ 'उद्' को निषेधार्थक माना जाता है।
