Take the limbs when no ornament or anything of the kind has been put on them at all. This is the first half of the definition of rūpa, natural beauty, as an uddīpana — an excitant of rasa. The verse is building toward: even bare of jewelry, the body still looks adorned.
अंग किसी भी आभूषण आदि से बिलकुल अलंकृत नहीं हैं। 'एव' शब्द जोर देकर कहता है कि थोड़ा-सा भी शृंगार नहीं किया गया।
rūpa here is not "form" in the abstract but bodily beauty, listed among the uddīpana-vibhāvas, the excitants that kindle the devotional mood.
यहाँ 'रूप' का अर्थ अमूर्त 'आकार' नहीं, बल्कि शारीरिक सौंदर्य है — जो उद्दीपन-विभावों में गिना जाता है, अर्थात् वे उद्दीपक जो भक्ति-भाव को जगाते हैं।

जिसके कारण शरीर आभूषण पहने हुए के समान शोभायमान प्रतीत होता है, उसे 'रूप' कहते हैं।
The lakṣaṇa turns on a contrast: the ornament is absent (abhūṣita), yet the appearance is of being ornamented (bhūṣitavat) — the beauty supplies what the jewelry would have.
