The 'fullness of beauty' of that youth — of that stage of life — is the very one already described earlier, in the passage that opens with the word 'dṛśoḥ' (of the two eyes).
जीव कहते हैं — तारुण्य, अर्थात् उस अवस्था की शोभा की पूर्ति वही है जो 'दृशोः' इत्यादि से आरम्भ होने वाले पूर्व श्लोक में वर्णित हो चुकी है।
Jīva does not restate that beauty; he points to it by catch-word. 'dṛśoḥ' is the genitive dual of dṛś ('of the two eyes'), the opening word of an earlier passage where the fullness of a young girl's beauty was laid out.
जीव उस शोभा को दुहराते नहीं, केवल पहले शब्द से उसकी ओर संकेत करते हैं। 'दृशोः' दृश् का षष्ठी द्विवचन है ('दोनों नेत्रों का'), और यह उस पूर्व श्लोक का आरम्भिक शब्द है जहाँ नवयुवती की शोभा की पूर्णता का वर्णन किया गया था।

The meaning is this: just as in some other girl there is a genuine state of full maturity, so here too the youth of these girls shows itself the same way.
जैसे किसी दूसरी स्त्री में पूर्ण यौवन की अवस्था दिखती है, ठीक वैसे ही यहाँ — यही अर्थ है।
Jīva spells out the mūla's iva ('as if'): the fresh youth of these Vraja girls appears exactly as full maturity appears in another woman.
जीव मूल के 'इव' ('मानो') को खोलकर बताते हैं — इन व्रजकन्याओं का नया यौवन ठीक वैसे ही दिखता है जैसे दूसरी स्त्री में पूर्ण यौवन दिखता है।
