rathāṅga-mithunaṁa pair of cakravāka birds — the object being shown forth accusative object of prakaṭayati; rathāṅga (lit. 'wheel-part') is a name for the cakravāka, the ruddy goose that pairs on lakesचक्रवाक-युगल को ('रथाङ्ग' अर्थात् सरोवर पर जोड़े रहनेवाला चकवा-पक्षी)

The glow of your breasts shows forth a fresh pair of cakravāka birds. In the lake-picture the two round, ruddy breasts look just like the cakravāka pair floating on the water.
An udāharaṇa in prakaraṇa 10, uddīpana-vibhāva — the excitants that kindle rasa. Here the excitant is the heroine's budding youthful beauty (taruṇima-śrī). The whole verse is one sustained śleṣa that paints the girl's body as a lake (sarasī): her breasts become the cakravāka pair, her eyes the śaphara fish (L2), her waist-folds the ripples (L3). So Viśvanātha: the speaker is the friend Nāndīmukhī, addressing Indrāvali, a vraja maiden.

Here, made into a very lake by the splendor of your youth, you shine. And read the other way: made full of rasa by that same youthful splendor, you are resplendent. This single word sarasīkṛtā is where the whole double picture turns — she is at once a lake and a girl newly ripe with charm.
The headline teaching of the verse is the two-layer sarasīkṛtā. Layer one: sarasī = a lake — youth has turned her into a lake, complete with cakravākas, fish, and ripples. Layer two: sa-rasā = 'possessing rasa' — youth has turned the once rasa-less girl into a rasika. Both readings are meant at once; the commentators split on which they take as primary.

Jīva takes the rasa-layer first. Formerly she was asarasā — without rasa, not yet charming. But now she has been made 'such' — that is, sarasā, full of rasa. That is the meaning.
Jīva reads sarasīkṛtā primarily as sarasā-kṛtā, 'made rasika' — so for him the rasa-sense is the plain meaning and the lake-sense (next segment) is the alternate.

Here vṛtti means conduct — the restless darting, such as two śaphara fish have. On this reading the eyes move like fish.
This is Viśvanātha's primary sense of śaphara-vṛttim: the fish's movement (the girl-side of the picture, her darting glances).
