An udāharaṇa — an illustrative verse in the sakhī's voice — for the dawn of youth (vayaḥ-sandhi) as an uddīpana-vibhāva: the first stirrings of adolescence in Rādhā, teased out by her friend. Throughout, the verse runs a chain of rūpakas (glance = bee, eye = blue-lotus, heart = swan-chick, bashfulness = lotus-fibre shoot, playful talk = honey, face = lotus). Viśvanātha names the speaker as Viśākhā.

mandam īṣat'mandam' [in the verse] means 'gently, just a little''मन्दम्' अर्थात् 'ईषत्' (कुछ थोड़ा)
yathā syāt tathā'so that it may come about in that manner' — the frame āśāste governs yathā…tathā construes the adverbial mandam with āśāste (a wish that it be gentle)जिस प्रकार (मन्द) हो, उसी प्रकार — यह 'मन्दम्' को क्रिया के साथ जोड़ता है

sakhyāḥ — the friend's; sakhīṁ prati — toward her friend; bhāva-uddīpanaṁ vacanam — emotion-kindling speech; mandam — [=] īṣat, gently; yathā syāt tathā — so that it may come about thus; āśāste — she longs.
sakhyāḥ — सखी का; sakhīṁ prati — सखी के प्रति; bhāva-uddīpanaṁ vacanam — भाव को उद्दीप्त करने वाला वचन; mandam īṣat — मन्दम् अर्थात् ईषत्; yathā syāt tathā — जिस प्रकार हो उसी प्रकार; āśāste — आशा करती है।
Jīva frames the whole verse as the sakhī's speech to her friend, meant to kindle her waking emotion. He glosses the verse-word mandam as 'gently, just a little,' and reads āśāste ('longs') with a 'so-that-it-may-come-about-thus' — a longing that it happen softly.
यह सखी का, सखी के प्रति कहा गया, भाव को उद्दीप्त करने वाला वचन है। 'मन्दम्' का अर्थ है 'ईषत्' — कुछ थोड़ा। जैसे वह मन्द रीति से हो, उसी भाव से 'आशास्ते' कहा गया है।

udīyata iti kartary eva prayogaḥ |
udīyate itias for the verb 'udīyate' (rises up, in line 3) —'उदीयते' यह पद
kartari eva prayogaḥit is used precisely in the agentive sense, not the passive eva rules out the passive reading the -ya- would suggestकर्तरि में ही प्रयोग है ('एव' कर्मवाच्य की सम्भावना को हटा देता है)
udīyate iti — the form 'udīyate'; kartari eva prayogaḥ — is an agentive usage, not a passive.
udīyate iti — 'उदीयते' यह पद; kartari eva prayogaḥ — कर्तरि में ही प्रयोग है।
Though udīyate looks like a passive, Jīva insists it is agentive (kartari): the honey-glow itself rises up — it is not 'made to rise' by anything else.
'उदीयते' यह पद कर्तरि प्रयोग में ही है, कर्मवाच्य में नहीं।
kartari prayoga = the verb takes its own subject as agent (an active/self-standing form). The point is set up for the next line: the -ya- in udīyate is not the passive marker but the class-sign of the divādi conjugation.
कर्तरि प्रयोग का अर्थ है कि क्रिया अपने ही कर्ता को कर्ता मानती है (स्वतन्त्र, सकर्तृक रूप)। तात्पर्य अगली पंक्ति के लिए तैयार किया गया है — 'उदीयते' में जो '-य-' है वह कर्मवाच्य का चिह्न नहीं, अपितु दिवादिगण का विकरण है।

īṅ gatāv iti daivādikasya ||
īṅ gatau iti[citing the Dhātupāṭha entry] 'īṅ [means] to go''ईङ् गतौ' — यह (धातुपाठ का सूत्र)
daivādikasyaand it belongs to the divādi (fourth) conjugation genitive — 'a form of the divādi root'; hence ud-īyate = ud + √īṅदिवादिगण की धातु का (रूप है); इसलिए उद्-ईयते = उद् + √ईङ्
īṅ gatau iti — the root-list entry 'īṅ, in the sense of going'; daivādikasya — [naming it] a divādi-class root.
īṅ gatau iti — 'ईङ् गतौ' इति; daivādikasya — दिवादिगण की धातु का।
He backs the point from the Dhātupāṭha: īṅ means 'to go,' and it is a fourth-conjugation (divādi) root. So ud-īyate is ud + √īṅ — the -ya- is the fourth-class sign, which is exactly why the form is agentive, not passive.
'ईङ् गतौ' — यह दिवादिगण की धातु का रूप है (जो धातुपाठ में उल्लिखित है)।
Why cited: The Dhātupāṭha entry, cited to prove udīyate is the divādi (ātmanepada) root √īṅ 'to go' — hence agentive, not a passive of some other root.
क्यों उद्धृत: धातुपाठ का यह सूत्र इसलिए उद्धृत है कि सिद्ध हो — 'उदीयते' दिवादिगण की आत्मनेपदी धातु √ईङ् (गति अर्थ में) से बना है; अतः यह कर्तरि है, किसी अन्य धातु का कर्मवाच्य नहीं।

dṛk eva indīvaram — the eye is the blue-lotus; tatra kaṭākṣa eva bhramaraḥ — on it the glance is the bee; patitum āśāste icchati — hopes (= wishes) to alight; etāvat kālam tava nayanam — all this while your eye; kaṭākṣaṁ kartṛ na jānīte sma — did not know the glance as its own act.
dṛk eva indīvaram — नेत्र ही नीलकमल; tatra — वहाँ; kaṭākṣa eva bhramaraḥ — कटाक्ष ही भ्रमर; patitum āśāste — बैठने की आशा करता है; icchati — चाहता है; etāvat kālam — अब तक; tava nayanam — तेरा नेत्र; kaṭākṣaṁ kartṛ na jānīte sma — कटाक्ष करना नहीं जानता था।
Viśvanātha unpacks the metaphor: your eye is the blue-lotus, and the sidelong glance is the bee that hopes to settle on it — āśāste just means 'wishes.' Then the tease bites: all this time your eye did not even know how to throw a sidelong glance.
नेत्र ही नीलकमल है, और उस पर कटाक्ष ही भ्रमर है, जो बैठने की आशा करता है — अर्थात् चाहता है। अब तक तेरा नेत्र कटाक्ष करना नहीं जानता था।

mādhavaḥ — mādhava; vasantaḥ śrī-kṛṣṇaḥ ca — [means] both spring and Śrī-Kṛṣṇa.
mādhavaḥ — माधव; vasantaḥ — वसन्त; śrī-kṛṣṇaḥ ca — और श्रीकृष्ण।
Here is the śleṣa the whole verse turns on. Mādhava means two things at once — the spring season, and Śrī-Kṛṣṇa. So 'mādhavotsava-karīm' reads both ways: the state that throws a festival for the spring (the natural blossoming of youth), and the state that makes a festival for Kṛṣṇa. Viśvanātha lets both readings stand together.
'माधव' शब्द के दो अर्थ हैं — वसन्त ऋतु और श्रीकृष्ण; यहाँ श्लेष के रूप में दोनों अर्थ साथ-साथ ग्रहण किए जाते हैं।
