It is spoken by Ratnaprabhā, a friend of Lalitā, to Padmā met on the road (so Viśvanātha). patra-vallī = the vine-like patra-bhaṅga, the cosmetic leaf-and-tendril designs painted on the body.

...Kṛṣṇa goes numb — the master of every art, and yet his hand freezes. So the complaint is really praise: merely seeing Lalitā's face so overwhelms him that even he, expert in all crafts, cannot lift a hand to paint. That is why Lalitā's group never gets their foreheads painted, and Ratnaprabhā feigns being 'cheated'.

Viśvanātha raises the natural retort: Lalitā's own group is itself famous as svādhīna-kāntā — gopīs whose beloved stays close and under their sway — so why would one of them cry 'I've been cheated'? To meet this, Ratnaprabhā speaks line three.
शंका — तुम लोग तो स्वयं स्वाधीन-कान्ता (जिनका प्रियतम सदा वश में रहता है) रूप में प्रसिद्ध हो; फिर ऐसा (कि 'मैं ठगी गई') क्यों कहती हो? इसी शंका के उत्तर में "हा वञ्चिता" इत्यादि कहती है।
svādhīna-kāntā ('one whose lover is subservient / kept at her side') is a standard nāyikā type: the heroine who has her beloved fully in hand. The objection turns on the term — how can a group famed for that claim to be 'cheated'?

The verse works by vyāja-stuti, praise wearing the mask of blame: an apparent grievance ('I am cheated') is the vehicle for its real claim — Kṛṣṇa's peerless love for Lalitā. The same device closed the preceding verse (9.23-24).
