Hari decked Rādhā's heart with a great, costly necklace.
An udāharaṇa illustrating matsara ('jealous rivalry'), the mood opened by the lead-in 'atha matsaraḥ—'. Viśvanātha names the speaker: it is Padmā, addressing Candrāvalī; the whole verse is her envious taunt over how Hari favored Rādhā.

But this braid-beauty of yours — the rogue decked it with a mere garland, and a shabby one at that. (The verb 'decked' carries over from the line above.)

avarayā — the mūla's 'lowly one'; adhamayā — [Jīva glosses] 'base, inferior'; srajā — describing the garland.
Jīva reads avarā ('lowly') as adhamā, 'base' — and it qualifies the garland (sraj): what Candrāvalī got was the cheapest of garlands.

Or else, Jīva notes, some copies read the line differently: 'this heart, by Kṛṣṇa, with costly strings of gems for a garland.' He records the variant and leaves both standing, without choosing between them.
In this variant 'uru-hāreṇa hariṇā' is replaced by 'uru-mūlyaiḥ maṇisaraiḥ … kṛṣṇena': the necklace becomes explicitly costly jewel-strings, and the agent is named as Kṛṣṇa rather than Hari.
