"Since your friend put on a great tāṇḍava dance there in Bhāṇḍīra..." The speaker (a rival gopī) opens with what looks like praise. Hold the sentence open — the 'since' sets up a conclusion that lands in the next line.
हे पद्मा, तेरी सखी ने भाण्डीर वन में जो ताण्डव-नृत्य किया —
An udāharaṇa of āsūyā (jealous indignation), the emotion just introduced at the lead-in 'atha āsūyā—'. The whole verse is veiled praise (vyāja-stuti) that is really a barb: read straight it flatters Śaivyā, but the sting is delivered by the conditional in pādas c-d. Bhāṇḍīra is a forest by the Yamunā, a well-known site of the gopīs' play.

"O Padmā — Śaivyā pulled it off! And whom would that not astonish?" On the surface, high praise: everyone was amazed. Under the āsūyā frame the rhetorical question is a jab — it astonished everyone, all right.
हे पद्मा! वह किसको विस्मित करने के लिए नहीं हुआ? अर्थात् सबको चकित कर देता है।
'kasya vismāpanāya na' is a double-negative rhetorical question: 'whom does it not astonish?' = 'it astonishes absolutely everyone.' The barb is the kind of astonishment, which the closing conditional will supply.
'किसको विस्मित करने के लिए नहीं' — यह दुहरे निषेध वाला आलंकारिक प्रश्न है: 'किसे विस्मित नहीं करता?' अर्थात् सबको ही विस्मित करता है। असली डंक इस बात में है कि किस प्रकार का विस्मय — यह अन्त की शर्त बताएगी।

"I daresay the mere sight of her would then have enchanted the whole world too." 'Would have' is the sting: it is a counterfactual. Pāda c (in the lead-in, 'sā cet tanvī prakṛti-laḍahā śikṣitā ca abhaviṣyat' — if only she were slender, naturally lovely, and trained) states the condition she does not meet. So the flattery collapses: she is none of those, so instead of enchanting, she merely astonished.
मेरा विचार है — तब वह उस दर्शन से सम्पूर्ण जगत् को भी मोहित कर देती।
This is the apodosis of a contrary-to-fact conditional whose 'if' clause sits in pāda c (carried in the lead-in): 'if she had been slender, naturally lovely, and trained...'. The conditional (lṛṅ, abhaviṣyat / amohayiṣyat) is what turns the praise into āsūyā.
यह क्रिया-विपरीत (contrary-to-fact) शर्त का उत्तरार्ध है, जिसका 'यदि' वाला भाग पाद ग में (लीड-इन में लाया गया) है — 'यदि वह कृशांगी, स्वभाव से सुन्दरी और शिक्षिता होती...'। लृङ् की क्रिया (अभविष्यत्, अमोहयिष्यत्) ही प्रशंसा को आसूया में बदल देती है — वह ऐसी थी नहीं, इसलिए जगत् को मोहित किया भी नहीं।

Viśvanātha first names the speaker: this is Raṅga-devī, talking to Padmā. He glosses prakṛti-laḍahā as 'beautiful by nature.' Then śikṣitā, 'trained' — trained, he supplies, by you, Padmā. So the taunt is sharpened: Śaivyā was Padmā's own pupil.
रंगदेवी पद्मा से कहती है — 'प्रकृति-लडहा' अर्थात् अपने स्वभाव से सुन्दरी। 'शिक्षिता' अर्थात् (तात्पर्य से) तेरे द्वारा सिखाई हुई।
The verse itself does not name the speaker; the identification of Raṅga-devī addressing Padmā is Viśvanātha's. The agent 'by you' (tvayā) is likewise supplied by him (arthāt), not stated in the mūla.
श्लोक स्वयं वक्ता का नाम नहीं देता; रंगदेवी का पद्मा से कहना — यह पहचान विश्वनाथ की है। इसी प्रकार 'तेरे द्वारा' (कर्ता) भी उन्हीं का जोड़ा हुआ (अर्थात्) है, मूल में कहा नहीं गया।

And the underlying import, Viśvanātha adds: 'just like you, Padmā.' The veiled praise circles back to a comparison — Śaivyā adept (or trained) exactly like Padmā herself — which, under āsūyā, is the real point of the jab.
'तेरे समान' — यही तात्पर्य है।
'tvam iva' caps the epithets with a comparison to the addressee Padmā; iti bhāvaḥ marks it as the implied purport, not a separate word in the verse.
'तेरे समान' इन सब विशेषणों को श्रोता पद्मा से तुलना करके समेटता है। 'इति भावः' यह दिखाता है कि यह अन्तर्निहित तात्पर्य है, श्लोक का कोई अलग शब्द नहीं।
