The verse is an udāharaṇa of iṣṭa-hantṛtvam — 'destroying [a rival's] desired union' — introduced by the lead-in tatra iṣṭa-hantṛtvaṁ, yathā—. Per Viśvanātha the whole verse is Vṛndā's report to Kṛṣṇa (addressed as Mukunda in L3); lines 1-2 are the words Subala spoke to Rādhā, which Vṛndā relays.

Why did the blue cloak give her away? Jīva gives two grounds. First, a dark-blue cloak is the standard cover for slipping out to a night tryst — it hides you in the dark. Second, loving Kṛṣṇa, she would naturally dress in his own dark color. Either way, the cloak told Jaṭilā exactly where she had been.
नीली ओढ़नी के कारण (उसे डाँट पड़ी) — क्योंकि वह अन्धकार में अभिसार का चिह्न है, और क्योंकि कृष्ण के अनुराग के कारण उन्हीं के श्याम वर्ण की वैसी ओढ़नी धारण करना सम्भव है।

Blue is the trickster's color of night-cover, so naming the blue cloak is as good as naming her guilt. The whole charge of slyness rides on that one word.
'धूर्तता के कारण डाँटी गई' — यह भाव 'नील' शब्द की शक्ति से ही समझा जाता है।
śakti — the settled power of a word to deliver its meaning. Jīva's point: 'nīla' does more than name a color; its force carries the whole suggestion (blue = the abhisārikā's night-disguise), so the single word implies she was rebuked as a dhūrtā, a sly one.
'शक्ति' = किसी शब्द की वह स्थिर सामर्थ्य जिससे वह अपना अर्थ प्रकट करता है। जीव का आशय: 'नील' केवल एक रंग का नाम नहीं है; उसकी सामर्थ्य समस्त व्यंजना को वहन करती है (नीला = अभिसारिका का रात्रि-वेश), अतः यह एक ही शब्द यह सूचित करता है कि उसे धूर्ता (चालाक) कहकर फटकारा गया।

'The blue cloak' is not the whole of it. The cloak is named as a pointer — mention one, mean the set. So along with the cloak, understand the entire array of ornaments on every limb, all of it chosen for a tryst in the dark.

upalakṣaṇa vs viśeṣaṇa: a viśeṣaṇa is part of what the thing IS ('a blue lotus' — blue belongs to the lotus); an upalakṣaṇa merely helps you pick the thing out and then drops away ('the house with the crow on it' — the crow is no part of the house). Here 'blue cloak' works as an upalakṣaṇa: it points to the whole tryst-outfit and is not meant on its own, so read it as shorthand for cloak-plus-all-the-ornaments.

ity ādi-kaṭūktibhiḥ— with such bitter words, and more of the same, [she was scolded] instrumental plural, the means of the tarjana; ties back to tarjitāइत्यादि कटु वचनों के द्वारा
uttiṣṭha — 'get up'; mayā eva ucyase — 'I am the one telling you'; upapati-samīpaṁ yāhi — 'go to your lover'; mad-gṛhaṁ mā punar āgaccha — 'never come back to my house'; yuvayoḥ cikitsā-arthaṁ mayā saputrayā samprati mathurāṁ gamyate — 'to cure you two, I and my son are off to Mathurā now'; ity ādi-kaṭūktibhiḥ — with such harsh words and the like.
uttiṣṭha — उठ; mayā eva ucyase — मेरे ही द्वारा तुझसे कहा जा रहा है; upapati-samīpaṁ yāhi — उपपति के पास जा; mad-gṛhaṁ mā punar āgaccha — मेरे घर फिर मत आना; yuvayoḥ cikitsā-arthaṁ — तुम दोनों की चिकित्सा के लिए; mayā saputrayā — पुत्र सहित मेरे द्वारा; samprati mathurāṁ gamyate — अब मथुरा को जाया जा रहा है; ity ādi-kaṭūktibhiḥ — इत्यादि कटु वचनों के द्वारा।
The tirade runs on: 'Get up! I am telling you plainly — go to your lover! And don't ever come back to my house. To get the two of you "cured," my son and I are leaving for Mathurā this very moment.' With cutting words like these — and more of the same — Jaṭilā berated her. That is the 'scolding' the verse points to.
"उठ! मैं ही तुझसे कह रही हूँ — अपने उपपति के पास चली जा, मेरे घर फिर मत लौटना; तुम दोनों की चिकित्सा के लिए अब मैं पुत्र सहित मथुरा जा रही हूँ" — इत्यादि कटु वचनों से (उसे डाँटा गया)।
upapati — a woman's secret lover, set against the pati, the lawful husband; Jaṭilā flings the word in Rādhā's face to name the affair openly. cikitsā ('treatment, cure') is bitterly sarcastic — as if the lovers were patients to be carried off and cured of each other.
'उपपति' = नायिका का छिपा हुआ प्रेमी, जो 'पति' (धर्म-सम्मत स्वामी) के विरुद्ध है; जटिला यह शब्द राधा के मुँह पर फेंककर उस प्रेम-सम्बन्ध को खुले रूप में नाम देती है। 'चिकित्सा' (उपचार) अत्यन्त व्यंग्य में है — मानो प्रेमी-युगल रोगी हों जिन्हें ले जाकर एक-दूसरे से चंगा किया जाना हो।
