The verse — decoded
L1definition
mitho dveṣī vipakṣaḥ syād iṣṭahāniṣṭa-kārakaḥ ||
mithaḥone against the other — the hostility runs both ways adverb, qualifies the hating: reciprocal, not one-sidedपरस्पर (एक-दूसरे के प्रति, एकतरफा नहीं)
syātwould be — the optative that frames a definitionहोती है / हो
iṣṭahā-aniṣṭa-kārakaḥone who destroys what the other desires and brings about what she dislikes dvandva: iṣṭa-hā 'destroyer of the desired' + aniṣṭa-kāraka 'doer of the undesired'जो इष्ट (प्रिय वस्तु) का नाश करती है और अनिष्ट (अप्रिय) का सम्पादन करती है
mithaḥ dveṣī — who hates, each against the other; iṣṭahā-aniṣṭa-kārakaḥ — destroying what she desires and causing what she dislikes; vipakṣaḥ syāt — that one would be the rival.
This line defines the rival, the vipakṣā. She is one who hates, and the hatred is mutual — the two are set against each other. She destroys what her rival wants and brings on what her rival does not want. Hate both ways, plus active harm: that is the rival.
Fourth of the standing classes of gopīs in this prakaraṇa — sva-pakṣā (her own party), suhṛt (friendly), taṭastha (neutral), vipakṣā (rival). This is the lakṣaṇa of the last.

mitho dveṣī jano vipakṣaḥ syād ity arthaḥ |
mithaḥ dveṣī janaḥa person who hates, one against the other Jīva supplies janaḥ 'person' as the missing subject of dveṣīपरस्पर द्वेष रखने वाला जन (जीव 'द्वेषी' के छूटे हुए कर्ता के रूप में 'जन' शब्द जोड़ते हैं)
vipakṣaḥ syātwould be the rivalविपक्ष होता है
ity arthaḥthis is the meaningऐसा अर्थ है
mithaḥ dveṣī janaḥ — a person who hates, each against the other; vipakṣaḥ syāt — would be the rival; ity arthaḥ — that is the sense.
Jīva glosses the first half of the line. He fills in the unstated subject: a person (jana) who hates mutually is what 'rival' means. The point he pins down is that the hating is reciprocal — the two stand against each other.

sa ced iṣṭahāniṣṭa-kārakaś ca syāt ||
saḥthat same person — the mutual hater just namedवह (जन)
cedifयदि
iṣṭahā-aniṣṭa-kārakaḥ cashould also be a destroyer of the desired and a doer of the undesired ca 'also' joins this as a second requirement to the mutual hatingऔर इष्ट का नाशक तथा अनिष्ट का कर्ता भी ('च' इसे परस्पर द्वेष के साथ दूसरी शर्त के रूप में जोड़ता है)
syātwould beहो
saḥ — that same person; ced ... ca syāt — if he should also be; iṣṭahā-aniṣṭa-kārakaḥ — a destroyer of the desired and a doer of the undesired.
Jīva now takes the second half of the line as a further condition. That same hostile person — IF she also destroys what is wanted and causes what is unwanted — is the rival. Read this way, the 'if' (ced) and 'also' (ca) make the second half a second criterion, added on top of the mutual hating: two tests, both to be met.
Jīva reads the two halves of the verse as two conjoined criteria — mutual hatred AND active harm. Compare Viśvanātha on this same second half (c2.s2), who takes it not as a second test but as the outward sign of the hatred.

mitho dveṣī jano mitho vipakṣaḥ syāt |
mithaḥ dveṣī janaḥa person who hates, one against the otherपरस्पर द्वेष रखने वाला जन
mithaḥ vipakṣaḥ syātwould be, likewise mutually, a rival Viśvanātha repeats mithaḥ, now carrying it over to vipakṣaḥ as wellपरस्पर विपक्ष हो (विश्वनाथ 'मिथः' को दोहराकर अब उसे 'विपक्ष' के साथ भी लगाते हैं)
mithaḥ dveṣī janaḥ — a person who hates, each against the other; mithaḥ vipakṣaḥ syāt — would be, mutually here too, a rival.
Viśvanātha glosses the same first half, but he says 'mutually' (mithaḥ) a second time, attaching it now to 'rival' as well. So it is not just the hating that runs both ways — the rivalry itself is mutual. Each is the other's rival; the opposition is reciprocal on both counts.

dveṣa-liṅgam iṣṭa-hetv-ādi ||
dveṣa-liṅgamthe mark that reveals the hatred (dveṣa) liṅgam predicated of the second half: it is evidence, not a further traitद्वेष का लिङ्ग (चिह्न) — यह द्वेष का प्रमाण है, कोई और गुण नहीं
iṣṭa-hetv-ādiis [tampering with] the means to what she desires, and the rest [causing what she dislikes] points back to the mūla's iṣṭahā-aniṣṭa-kāraka; ādi 'and so on' folds in the second memberइष्ट का अपकार आदि (मूल के 'इष्टहा-अनिष्ट-कारक' की ओर लौटता है; 'आदि' से दूसरा अंश — अनिष्ट-कारक — भी समाहित हो जाता है)
dveṣa-liṅgam — the sign that reveals the hatred; iṣṭa-hetv-ādi — is [interfering with] the means to what she desires, and the rest.
Viśvanātha reads the second half of the line very differently from Jīva. For him it is not a second criterion but the liṅga — the outward evidence — of the inner hatred. Hatred is a feeling and cannot be seen directly. You infer it from conduct: blocking what the other wants and causing what she dislikes is the visible sign that dveṣa is there.
liṅga (Nyāya): an inferential mark — as smoke on a hill is the liṅga by which you infer hidden fire, so harming the beloved's interests is the liṅga by which you infer hidden hatred. This is a real fork from Jīva (c1.s2): Jīva makes the second half a second defining test alongside the mutual hating; Viśvanātha makes it the evidence for the first. Not to be harmonized.
