tāḥ eva — those very ones; atra — here; manīṣibhiḥ — by the wise; sakhī-snehādhikāḥ — as exceeding the sakhī in affection; jñeyāḥ — are to be known.
— those very ones are the friends the wise should recognize here as loving [Rādhā and Kṛṣṇa] more than the ordinary sakhī does.
sakhī-snehādhikā names a grade, not a person: within the friend-types, the prāṇa- and nitya-sakhī are singled out as loving more deeply than the plain sakhī. The full ranking Viśvanātha spells out below runs sakhī, nitya-sakhī, prāṇa-sakhī, priya-sakhī, parama-preṣṭha-sakhī.

kāścana — the several kinds are; sakhyaḥ ca nitya-sakhyaḥ ca prāṇa-sakhyaḥ ca — sakhīs, nitya-sakhīs, prāṇa-sakhīs [... continued in s2].

First Viśvanātha recalls the whole scheme of friend-types. There are plain sakhīs, there are nitya-sakhīs (eternal friends), there are prāṇa-sakhīs (life-friends), and — [the list continues in the next line].

parama-preṣṭha-sakhyaḥ ca itiparama-preṣṭha-sakhīs (dearest-of-all friends) — so runs the fivefold listपरम-प्रेष्ठ-सखियाँ और — इस प्रकार (यह गणना)
pūrvatrain the earlier passage [where the grades were defined]पहले के स्थल में
yathottara-śraiṣṭhye api uktethough there it was stated with each later-named the greater — a rising order locative absolute (yathottara-śraiṣṭhye ... ukte); api is concessive, 'even though'यद्यपि उत्तरोत्तर श्रेष्ठता के क्रम से कहा गया (यह सप्तमी 'यद्यपि कहे जाने पर' का भाव देती है)
atrahere, in this verseयहाँ (इस श्लोक में)
prāṇa-sakhyaḥ ca nitya-sakhyaḥ ca iti'prāṇa-sakhīs and then nitya-sakhīs' — in this orderप्राण-सखी और नित्य-सखी — इस प्रकार
yathā-pūrva-śraiṣṭhyena uktiḥthe naming goes by the earlier-named being the greater — a falling order instrumental of manner: uktiḥ is made 'by way of' this orderingपूर्वानुसार श्रेष्ठता के क्रम से कथन किया गया (तृतीया 'इस रीति से')
udāharaṇein an illustration, in a worked exampleउदाहरण देने में
mukhyasya eva prāthamya-aucityātbecause it is fitting that precisely the chief one stand first aucityāt — ablative of reason, 'because of the fitness'; eva pins it to the chief (mukhya) typeक्योंकि मुख्य (श्रेष्ठ) प्रकार को ही पहले रखना उचित है
priya-sakhyaḥ ca parama-preṣṭha-sakhyaḥ ca iti — 'priya-sakhīs and parama-preṣṭha-sakhīs', [so the fivefold list]; pūrvatra — in the earlier passage; yathottara-śraiṣṭhye api ukte — though stated in rising order (each later one greater); atra — here; prāṇa-sakhyaḥ ca nitya-sakhyaḥ ca iti — 'prāṇa-sakhīs and nitya-sakhīs'; yathā-pūrva-śraiṣṭhyena uktiḥ — the naming is by falling order (the earlier-named greater); udāharaṇe mukhyasya eva prāthamya-aucityāt — because in an illustration it is fitting that the chief one come first.
The list finishes with priya-sakhīs (dear friends) and parama-preṣṭha-sakhīs (dearest of all). Now, in the earlier defining passage these five were given in rising order — each later kind outranking the one before. But here the verse says 'prāṇa-sakhīs, then nitya-sakhīs' — the higher grade first, the lower second. Why the reversal? Because this verse is giving an illustration, and in an illustration it is proper to name the chief one first.
Two ordering conventions are in play. yathottara-śraiṣṭhya = 'each later-named is the greater' — a rising list, lowest to highest (like counting up 1, 2, 3). yathā-pūrva-śraiṣṭhya = 'the earlier-named is the greater' — a falling list, highest first (like a podium, first place announced first). The defining passage used the rising order; this verse, being an illustration, uses the falling one, so the superior grade (prāṇa-sakhī, which outranks nitya-sakhī) is named first.

The same pattern shows up further on: he will say 'parama-preṣṭha-sakhīs and priya-sakhīs — these are the ones held [to be meant]', once more putting the higher grade before the lower. So the ordering is deliberate, not loose.
Why cited: A forward cross-reference within the work, adduced to confirm the ordering rule: like 'prāṇa- before nitya-', the coming verse names 'parama-preṣṭha- before priya-', the superior grade first — the mark of an illustration.
