tasminn anāgraho kācit sakhya-saukhya-abhilāṣiṇī iti uktā — the one described [in 8.84] as 'some sakhī with no eagerness for nāyikā-hood, craving only friendship's joy'; yā sā kāpi — that very one, whoever she may be; nitya-sakhī iti arthaḥ — is the nitya-sakhī; such is the meaning.
The girl described in the earlier verse as 'some sakhī with no eagerness toward nāyikā-hood, longing only for the happiness of friendship' — that very one, whoever she may be, is the nitya-sakhī. So Viśvanātha closes the loop: the 'other one already mentioned' in the mūla is none other than her.
The quoted words are UN 8.84 (mula.L2), an earlier verse of this same work — Viśvanātha's 'stated before' points there.
