Rādhā quotes the errand she once gave: 'You there — go bring the row of peacock-feather eyespots I stowed in the hollow of the kadamba grove.' candraka literally means a moon-spot, the eye on a peacock's tail; that moon-word starts a chain of moon-play (candraka... candralekhā... Śaśikalā) that runs through the whole verse. The 'mayā' hangs unfinished, waiting for 'placed' in the next line.
Udāharaṇa illustrating the first sakhī type (ādyā) of prakaraṇa 8, per the lead-in 'tatra ādyā, yathā—' ('there, the first one, as follows'). The verse is spoken by Rādhā, teasing her friend Śaśikalā.

'...that I had placed there' — so ran my instruction. And at my word you set off yourself, smiling and in an eager rush. Mark that eagerness: Viśvanātha reads the three words sarabhasaṁ smerā svayaṁ as Śaśikalā's keenness to be the one who goes.

'But O Śaśikalā, you dropped that very row I sent you for — and why, instead, a hundred moon-streaks (candralekhā)?' Her name Śaśikalā itself means 'sliver of the moon,' so the tease lands: the moon-girl comes back loaded with moon-crescents. One row of peacock-eyes was asked; a hundred of something else appears.

'—carrying something else altogether, wrapped in a cloth, you've come home with your head bowed, all shy.' Sent for peacock-feathers, she returns bashful, hiding 'something else' under cloth. Rādhā's whole mock-question is: why the sudden shyness?

Setting up the verse: Śrī Rādhā, within earshot of Lalitā and the other sakhīs, teases Śaśikalā and speaks the verse 'lekhām...'. So the joke is meant to be public — Rādhā wants the whole circle to enjoy it, not just Śaśikalā.

The three words 'eagerly, smiling, on your own' (sarabhasaṁ smerā svayaṁ) quietly betray how keen Śaśikalā was to be the nāyikā — the heroine who herself gets to go to Kṛṣṇa. That eagerness is what sets up the tease.

tvayā tu — but by you; lekhā-śatam ānītaṁ — a hundred rows have been brought; tad api — and even then; kiṁ lajjase — why be ashamed?; kintu pragalbhasya — rather, [it is] the way of a brazen woman; iti bhāvaḥ — this is the import.
'But you've hauled back a hundred rows — so why act ashamed now? If anything, this coyness is just the pose of a brazen girl.' That, says Viśvanātha, is the real drift of the tease: the shyness is a show, and her boldness — going off eager, smiling, returning with a hundred — gives her away.
