Why, O fierce one, have you all at once knit your brows today?
An udāharaṇa (illustrative verse) of the laghu-madhyā acting as dūtī (the go-between messenger), set up by the lead-in atha laghu-madhyā-dūtyam, 'now, the laghu-madhyā as messenger.' Viśvanātha names the speaker as Viśākhā and the one addressed as Śrī Rādhā, so caṇḍi ('fierce one') and priya-sakhi ('dear friend') both point to Rādhā.

You were brought here only to gather flowers — out of friendship.

there in the grove on the bank — O dear friend, alas, how could I ever have known? So Viśākhā feigns pure innocence: she only brought Rādhā to pick flowers, and had no idea Kṛṣṇa was waiting hidden in the grove.

Viśākhā is speaking to Śrī Rādhā — the verse that begins 'kim iti.' This fixes the scene: Viśākhā is the go-between, and the angry one she addresses is Rādhā herself.

dakṣiṇām na dadāti — he does not pay the fee; abrāhmaṇam ca karoti — and moreover makes him no brāhmaṇa; iti nyāyaḥ — this maxim; pratyakṣīkṛtaḥ — is made manifest; iti bhāvaḥ — is the inner sense.
There is a proverb: a man 'gives no fee, and on top of that makes the priest no brāhmaṇa.' It pictures a double wrong — withholding the reward, and inflicting fresh harm besides. Viśvanātha says that maxim is acted out right here. Map it onto the verse: the withheld fee is the benefit this 'friendship' never delivered; making the priest fall is the harm of leading Rādhā straight into the ambush. So the sweet word sauhṛdāt, 'out of friendship,' carries a barbed underside — a good-hearted show that works a double injury.
The nyāya (maxim) dakṣiṇāṁ na dadāty abrāhmaṇaṁ ca karoti pictures a sacrificer who both withholds the priest's dakṣiṇā (fee) and, by employing him in a defective rite, costs him his very brāhmaṇa-standing — a stock image of compound loss done under a fair pretext. Home meaning: a ritual-law example of a double wrong; here: the ironic underside of the 'friendship' the verse claims.
