The sakhī is scolding Rādhā. She lines up the mismatches: he is loving, and you are harsh; he bows down to you, and you stiffen up; he is full of love — and (the next line finishes it) you turn hostile.
जब वह प्रिय तुझ पर स्नेह करता है, तब तू कठोर हो जाती है। जब वह तेरे आगे झुककर प्रणाम करता है, तब तू और अकड़ जाती है। और जब वह तुझ पर अनुराग करता है —
An udāharaṇa of māna-nirbandhāsahā — 'the heroine who cannot hold her sulking-māna' — quoted from the Gīta-govinda (9.10). Viśvanātha names the speaker as the sakhī Tuṅgavidyā, addressing Śrī Rādhā, who is in the kalahāntaritā mood (the woman kept apart by her own quarrel).

When he is full of love, you sit there hating him. When he turns his face to you, eager, you turn yours away — away from that very beloved.

Here is the turn of the verse. Because you reverse every response — 'O backwards-doer' — it is only fitting that everything reverses on you too. The cooling sandal paste smeared on you becomes poison.
हे उल्टा आचरण करनेवाली! तब तो यही ठीक है कि तेरे लिए चन्दन का शीतल लेप भी विष बन जाए।

Viśvanātha sets the scene: the speaker is the sakhī Tuṅgavidyā, and she is scolding Rādhā, who is kalahāntaritā — the woman now separated because she picked a fight. He fixes the grammar: the verse's yat means 'because.' Because you, whose nature runs opposite to his, are harsh toward the loving Kṛṣṇa, therefore even the sandal paste — the coolest thing there is — turns to poison. It, too, takes on the opposite of its nature.
सखी तुंगविद्या कलहान्तरिता भाव में स्थित श्रीराधा से कहती है — 'यत्' का अर्थ यहाँ 'यतः' (क्योंकि) है। जब वह प्रिय श्रीकृष्ण स्नेह करते हैं, तब तू उनसे उल्टा स्वभाव धारण करके कठोर हो जाती है। इसीलिए 'तद्' अर्थात् 'तस्मात्' — इसलिए चन्दन का लेप भी, जो सबसे शीतल है, तेरे लिए विष बन जाता है, अर्थात् अपना उल्टा गुण अपना लेता है।

Why cited: The maxim 'as one acts, so one reaps' is adduced to justify the whole mechanism of the verse — why her contrary conduct makes cooling, pleasant things flip into their scorching opposites.
