An udāharaṇa of the krūrā sakhī — the girlfriend harsh toward the hero (Kṛṣṇa) — the type just defined; the illustration is drawn from Dāna-keli-kaumudī 57, where Lalitā berates Kṛṣṇa the toll-collector.

The printed text reads sukhī-, an evident slip for sakhī- ('girlfriend'); 'chief of the happy' yields no sense here.

The 'dear friend' named in the verse is Rādhā, foremost among the yūtheśīs — the mistresses who each head a band of gopīs. So Jīva places her at the head of that class.

Madhumaṅgala is Kṛṣṇa's brāhmaṇa comrade; Nāndīmukhī, an elder gopī. Both are characters in the Dāna-keli-kaumudī drama that Viśvanātha is retelling.
मधुमंगल कृष्ण का ब्राह्मण सखा है, और नान्दीमुखी एक वृद्धा गोपी। दोनों उसी दान-केलि-कौमुदी नाटक के पात्र हैं जिसे विश्वनाथ यहाँ पुनः सुना रहे हैं।

'Even here' means: among all of us gopīs, the dear friend Rādhā is the most costly of all. The group-mistress simply cannot be put on a level with anyone else. That, says Viśvanātha, is the point.
हम सब के बीच प्रिय सखी राधा ही अत्यन्त बहुमूल्य है; कोई और यूथेश्वरी उसके समान नहीं हो सकती — यही भाव है।

Here is why 'reckless' fits. A toll of only eighty-four lakhs has been levied — yet Rādhā is worth far more than that. To grab her outright, do you not fear even the king raising an uproar? That brazenness is the recklessness Lalitā names.
केवल चौरासी लाख का शुल्क वसूल कर लेने पर, उससे भी अधिक मूल्यवाली श्रीराधा को पकड़ते हुए क्या तू राजा की हुंकार से भी नहीं डरता? यही भाव है।

Why call him a rogue? Because 'you should meet a crook with crookedness.' The maxim says: pay a cheat back in his own coin. So, Lalitā implies, rather than hand Rādhā over to this extorting toll-man, the better move is to fetch the king's cavalry and set them on him. Calling him 'rogue' already signals that counter-play.
'शठ के साथ शठता करनी चाहिए' — इस न्याय के अनुसार अच्छा तो यही है कि राजा के पास से घुड़सवार सैनिक बुला लाए जाएँ। यही भाव है।
