kula-strīṇām — for chaste women of good family; para-puruṣa-rūpa-stuti-kathā — talk praising another man's good looks; na iṣṭā — is not proper.
kula-strīṇām — कुलवधुओं के लिए; para-puruṣa-rūpa-stuti-kathā — पराए पुरुष के सौन्दर्य की प्रशंसा करने वाली बात; neṣṭā — इष्ट नहीं, उचित नहीं।
For women of respectable family, talking up another man's good looks is not the done thing.
कुलवधुओं के लिए पराए पुरुष के रूप की प्रशंसा करना उचित नहीं है।
An udāharaṇa illustrating go-between speech 'by praising Govinda and the like' (govindādeḥ praśaṁsayā), per the unit's lead-in. The speaker is Śrī Rādhā, addressing her friend Viśākhā (so Viśvanātha). The line is a concession — the impropriety she will override in the next line.

Even so, my friend — you yourself are my very life, the one I hold dearest of all.
फिर भी हे सखी, तू स्वयं मेरे परम प्रिय प्राण है।
The concession of L1 is now overridden: because Viśākhā is Rādhā's own life, speaking to her of another's beauty carries no fault. That reasoning is spelt out by Viśvanātha below.
पहली पंक्ति की स्वीकृति अब लाँघ दी जाती है — क्योंकि विशाखा राधा के अपने प्राण ही हैं, इसलिए उसके सामने किसी और के सौन्दर्य की बात करने में कोई दोष नहीं। यही युक्ति विश्वनाथ नीचे स्पष्ट करते हैं।

tathāpi iti ādau — at the head of the 'tathāpi' clause; tasmāt [iti śeṣaḥ] — supply 'therefore'.
tathāpi ity ādau — 'तथापि' इत्यादि श्लोक के आरम्भ में; tasmāt — 'इसलिए' (यह शब्द जोड़ना है)।
At the start of the 'tathāpi' line, Jīva says, supply the word 'therefore'. The main verb it governs comes in the next note.
'तथापि' से आरम्भ होने वाले श्लोक में 'इसलिए' शब्द जोड़ना चाहिए।
Jīva reads the verse as an elliptical sentence: 'therefore [I do tell you]'. Here he plants the connective 'tasmāt'; in s2 he supplies the missing verb.
जीव श्लोक को एक अपूर्ण वाक्य के रूप में पढ़ते हैं — 'इसलिए [मैं तुझसे कहती हूँ]'। यहाँ वे संयोजक 'तस्मात्' रखते हैं; अगले वाक्य में वे छूटी हुई क्रिया की पूर्ति करेंगे।

kathayāmi iti śeṣaḥ — 'कहती हूँ' यह अध्याहृत शेष है।
The unspoken words that finish the sentence are 'I do tell you'. So the whole runs: 'therefore I tell you [of his sweetness]'.
'कहती हूँ' — यह शेष अध्याहार है, जिसे पूरा करना है।

'ārāt' here means 'from afar'.
'आरात्' का अर्थ है दूर से।
ārāt is a two-faced word — it can mean either 'near' or 'far'. Jīva pins it down to 'far' (dūrāt): even a distant glint reaches the eyes.
'आरात्' दो अर्थों वाला शब्द है — इसका अर्थ 'निकट' भी हो सकता है और 'दूर' भी। जीव इसे 'दूर' (दूरात्) पर स्थिर करते हैं — दूर की झलक भी नेत्रों तक पहुँच जाती है।

As if with those nectars, it softens the two eyes. Jīva unpacks 'mradayati' twice over: it makes them soft (mṛdūkaroti), it makes them tender (snehayati).
मानो उन अमृतों के समान वह दोनों नेत्रों को मृदु करता है, कोमल बना देता है, स्निग्ध कर देता है।
The śleṣa: snehayati turns on sneha, which means both 'oiliness, smoothness' and 'love, affection'. The nectar-glint physically softens the eyes and at once floods them with love. 'iva' keeps it a simile — the radiance is not nectar, it works like nectar.
यही श्लेष है — 'स्नेहयति' का मूल 'स्नेह' है, जिसके दो अर्थ हैं — 'चिकनाहट, स्निग्धता' और 'प्रेम, अनुराग'। अमृत की झलक नेत्रों को शारीरिक रूप से कोमल करती है और साथ ही उन्हें प्रेम से भर देती है। 'इव' इसे उपमा ही रखता है — वह दीप्ति अमृत नहीं है, अमृत के समान काम करती है।

Viśvanātha sets the scene: this is Śrī Rādhā speaking to her friend Viśākhā — the verse that opens with 'kula...'.
श्री राधा विशाखा से कहती हैं — 'कुल' इत्यादि श्लोक।
This fixes the go-between context of the whole unit: Rādhā confiding to Viśākhā, whom she will next call her very life. Speaker and addressee are known only from Viśvanātha here.

Why is it fitting to tell her, despite the impropriety of L1? Because 'you are my very life.' And a person hides nothing from her own life-breath. So there is no fault in speaking of another's beauty to her — she is Rādhā's own self.
'क्योंकि तू प्राण है' — यह ठीक ही कहा, क्योंकि प्राणों से कुछ छिपाया नहीं जाता — यह भाव है।
This answers the concession the verse opened with: 'talk praising another man is improper' (L1) is disarmed by the fact that Viśākhā is not an outsider at all.
यह उस स्वीकृति का उत्तर है जिससे श्लोक आरम्भ हुआ था — 'पराए पुरुष की प्रशंसा की बात अनुचित है' (L1), यह इस तथ्य से टल जाता है कि विशाखा कोई पराई है ही नहीं।

Even a glint of his sweetness, even from far away, softens my two eyes as if with nectar. Viśvanātha adds a picture: it is as though the sweetness, seeing how hard my eyes had set themselves, melts them and makes them tender.
छटा दूर से भी मेरे दोनों नेत्रों को सुधा-रूपी अमृतों के समान मृदु करती है — अर्थात् उनकी कठोरता देखकर उन्हें कोमल तथा स्नेहयुक्त कर देती है।
The added 'seeing their hardness' sets up the next note: the eyes were hard because Rādhā had vowed not to look at Kṛṣṇa. The same sneha śleṣa (soften / make loving) runs on.
'उनकी कठोरता देखकर' जो जोड़ा गया, वह अगली टिप्पणी की भूमिका है — नेत्र इसलिए कठोर थे क्योंकि राधा ने कृष्ण को न देखने की प्रतिज्ञा की थी। वही स्नेह-श्लेष (कोमल करना / प्रेममय करना) यहाँ भी चलता है।

Here is the upshot. I had vowed, 'I will not look at him.' Yet my two eyes, toward him alone, grew soft with love and went clean over to his side. My own eyes broke my vow and took his part.
इसलिए 'मैं उसे नहीं देखूँगी' ऐसी प्रतिज्ञा कर चुकी मुझ नायिका के भी दोनों नेत्र उसी में स्नेहवाले होकर उसी के पक्षपाती हो गए — यह भाव है।
The sneha śleṣa lands at the close: snehavatyau = both 'oiled, softened' and 'loving'. tat-pakṣa-pātinau is a playful partisan image — the eyes 'fall to his side', defect to him. Dual forms throughout (the two eyes); eva twice marks the exclusiveness — him alone.
