This verse is the udāharaṇa for vāma-dṛk-prekṣā, 'the sidelong glance of the left eye,' the topic named by the lead-in; Viśvanātha assigns it to Lalitā, speaking to Rādhā after her love-union.

You, all eagerness, have turned into a very Agastya — the pot-born sage who once drank the whole ocean at a draught.

kumbha-bhava, 'pot-born,' is the sage Agastya, who in the epic tradition swallowed the entire ocean in a single sip; the verse casts Rādhā drinking Kṛṣṇa's beauty as a second Agastya draining a fuller sea.
कुम्भ-भव — 'घट से उत्पन्न' — अगस्त्य मुनि हैं, जिन्होंने पौराणिक कथा में समूचे समुद्र को एक ही चुल्लू में पी लिया था; यह श्लोक कृष्ण के सौन्दर्य को पीती हुई राधा को एक दूसरे अगस्त्य के रूप में दिखाता है, जो और भी भरे समुद्र को पी रही है।

'Treasury of rasas' first means the particular loving moods. But just as 'treasury of waters' is simply a name for the ocean, this phrase names the ocean too. Jīva flags the pun.

On the Kṛṣṇa reading of 'moon-bearing,' his face is not likened to the moon — it IS the moon. That total identification is the figure atiśayokti.

Jīva's picture: your two eyes, curtained by their lash-rows, look like a pair of mañjarī-buds, and count as two extra hands — so you seem four-armed, drinking his beauty with both eyes at once. That is the ordinary case.
जैसे मानो आप चतुर्भुज हों — दो नेत्र ही मानो दो और हाथ। दो पलकों से घिरे होने के कारण दो नेत्र-रूपी दो मंजरियाँ दिखती हैं, और उन दोनों नेत्रों से भी रूप का पान होता है।

The present participle 'drinking' keeps the act going without a break. Though she drinks him dry, he brims up outside again — so the drinking never ends. He is inexhaustible.

So Agastya and his ocean turn out to be a poor comparison. He drank once and it was done; she drinks endlessly at an endless source. The standard falls short of the very thing it is meant to measure.
इसलिए अगस्त्य का और उनके पिए हुए समुद्र का — दोनों का हीन उपमानत्व ही जताया गया है; अर्थात् ये दोनों न्यून कोटि के उपमान हैं।
hīnopamā, 'deficient comparison': the figure where the standard is LESS than the subject — here Agastya, a one-time drinker of a finite sea, set beside Rādhā, an endless drinker of an endless one. Contrast an ordinary upamā, where the standard (the moon for a face) at least matches the subject.
हीनोपमा वह अलंकार है जहाँ उपमान विषय से न्यून होता है — यहाँ अगस्त्य, जो एक ही बार सीमित समुद्र पीने वाले थे, राधा के सामने रखे गए हैं, जो असीम समुद्र को अनवरत पीती हैं। इसके विपरीत सामान्य उपमा में उपमान (मुख के लिए चन्द्र) कम-से-कम विषय के बराबर तो होता है।
