Kṛṣṇa is describing a glance. The third part of her eye was turned aslant, rolled about, and dancing. The whole long word tells us how she looked, not what she looked at.
तिरछा किए, घुमाए और नाचते हुए नयन के तीसरे भाग से — इस ढंग से (उसने देखा)।
First line of an udāharaṇa (illustrative verse) of sācī-kṣā, 'the sidelong glance' — the mode named in this verse's lead-in sācīkṣā—. The whole quatrain is Kṛṣṇa's speech to his friend Subala, so Viśvanātha, recalling how Rādhā's slanting glance on the Yamunā bank pierced him.
यह साची-दृष्टि (तिरछी चितवन) के एक उदाहरण-श्लोक की पहली पंक्ति है — वही भाव जिसे इस श्लोक की भूमिका में 'साचीक्षा' कहा गया। सारा श्लोक श्रीकृष्ण का अपने सखा सुबल से कहा वचन है; इसमें विश्वनाथ यमुना-तट पर राधा की तिरछी चितवन के बींध देने का स्मरण करते हैं।

tiryag ity ādikaṁ kriyā-viśeṣaṇam |
tiryag iti ādikaṁthe long word beginning 'tiryak...''तिर्यक्' से आरम्भ होने वाला (समास)
kriyā-viśeṣaṇamis an adverb of the action — it tells how the looking was doneक्रिया-विशेषण है
tiryag iti ādikaṁ — the compound starting 'tiryak...'; kriyā-viśeṣaṇam — is an adverbial qualifier of the verb 'looked'
tiryag iti ādikaṁ — 'तिर्यक्' आदि पद; kriyā-viśeṣaṇam — क्रिया-विशेषण है
Jīva marks the grammar first: the whole 'tiryak...' compound is adverbial. It modifies praikṣiṣṭa, 'looked' — it says how she glanced, not what she saw.
'तिर्यक्' से आरम्भ होने वाला समास क्रिया-विशेषण है।

atra tirviṣṭapa-śabdavan nayanasya tirbhāgas tṛṭīya-bhāgaḥ |

tirviṣṭapa-śabdavatjust as with the word for heaven the stock word triviṣṭapa 'heaven'; taken as a grammatical parallel'त्रिविष्टप' शब्द के समान
nayanasya tirbhāgaḥthe 'tri-bhāga' (third-part) of the eyeनयन का 'तिर्भाग'
tṛtīya-bhāgaḥmeans simply the third partतीसरा भाग
atra — here; tirviṣṭapa-śabdavat — like the word triviṣṭapa; nayanasya tirbhāgaḥ — the eye's 'tri-bhāga'; tṛtīya-bhāgaḥ — [is] its third part
atra — यहाँ; tirviṣṭapa-śabdavat — 'त्रिविष्टप' शब्द के समान; nayanasya tirbhāgaḥ — नयन का 'तिर्भाग'; tṛtīya-bhāgaḥ — तीसरा भाग
The word triviṣṭapa means 'the third [heaven]' though it shows only 'tri,' not the ordinal ending -tīya. Jīva says tribhāga works the same way: 'tri-bhāga' of the eye just means its third part. The parallel proves that 'tri-' by itself can carry the sense 'third'; it does no more than license that reading.
यहाँ 'त्रिविष्टप' शब्द के समान नयन का 'तिर्भाग' अर्थात् तीसरा भाग है।
triviṣṭapa, the ordinary Sanskrit word for heaven, is analysed as tri + viṣṭapa, 'the third world.' It is a school example that a bare 'tri' can mean 'third' without the ordinal suffix.
'त्रिविष्टप' (स्वर्ग का साधारण संस्कृत शब्द) का विश्लेषण त्रि + विष्टप अर्थात् 'तीसरा लोक' के रूप में होता है। यह व्याकरण का प्रसिद्ध उदाहरण है कि केवल 'त्रि' भी बिना पूरण-प्रत्यय के 'तीसरा' का अर्थ दे सकता है।

vivaśaḥthe word 'vivaśa'विवश
ariṣṭa-duṣṭa-dhīḥmeans one who is stricken and of unhinged mind'अरिष्ट', 'दुष्टधी' (जिसकी बुद्धि व्याकुल हो गई हो)

vivaśaḥ — 'vivaśa'; ariṣṭa-duṣṭa-dhīḥ — [is] one afflicted, of ruined judgment; iti amaraḥ — thus says Amara
vivaśaḥ — विवश; ariṣṭa-duṣṭa-dhīḥ — 'अरिष्ट', 'दुष्टधी'; iti amaraḥ — ऐसा अमरकोश
Jīva backs the last word of the verse with the dictionary: the Amarakośa lists 'vivaśa' as one who is stricken and out of his wits.
'विवश', 'अरिष्ट', 'दुष्टधी' — ऐसा अमरकोश में (पर्याय के रूप में) कहा गया है।
Why cited: cited from the Amarakośa to fix the force of vivaśīkaroti (L4) — that being made vivaśa is being reduced to a distraught, self-lost helplessness, not mere weakness.
क्यों उद्धृत: यह अमरकोश से इसलिए उद्धृत है कि 'विवशीकरोति' (L4) का बल स्थिर हो जाए — विवश किया जाना अर्थात् व्याकुल, आत्म-विस्मृत असहायता तक पहुँचा देना, केवल दुर्बल कर देना नहीं।

triviṣṭapa-śabdavat — like triviṣṭapa; tīya-pratyayaṁ vinā api — even without the -tīya suffix; tad-artha-avagateḥ — since the sense is still got; pūraṇārtha-pratyayānāṁ — [because] the ordinal suffixes; sva-adhikāra-gatatvāt — keep to their own domain
triviṣṭapa-śabdavat — 'त्रिविष्टप' शब्द के समान; vinā api tīya-pratyayaṁ — 'तीय' प्रत्यय के बिना भी; tad-artha-avagateḥ — क्योंकि अर्थ समझ में आ जाता है; pūraṇārtha-pratyayānāṁ — पूरणार्थक प्रत्ययों का; sva-adhikāra-gatatvāt — क्योंकि वे अपने अधिकार में रहते हैं
Same point as Jīva, given its grammar. 'triviṣṭapa' says 'third [heaven]' with a bare 'tri' and no -tīya; so 'tribhāga' says 'third part.' The reason: the ordinal suffixes like -tīya are confined to their own rule-section, so the 'third' sense can arise without them. It is only a licence on the suffix, nothing more.
'त्रिविष्टप' शब्द के समान, 'तीय' प्रत्यय के बिना भी (तीसरे का) अर्थ समझ में आ जाता है, क्योंकि पूरणार्थक प्रत्यय अपने ही अधिकार में रहते हैं।
pūraṇa-pratyaya = an ordinal-forming suffix (as -tīya makes tṛtīya 'third'); adhikāra = a heading-rule in Pāṇini's grammar that governs a run of later rules. The argument: those suffixes are optional within their domain, so 'tri' alone may still mean 'third.'

Viśvanātha has walked the three verb-words of the compound through three moments of feeling: tiraścīnī-kṛta ('turned aside' = tiryak) from the gaze-clash, vivartita ('rolled') from swelling eagerness, and nartita ('made to dance' = naṭan) from joy and restlessness — one glance, three stages.
