Kṛṣṇa, the beloved, is speaking. "When Śyāmalā caught sight of me from far off..." She is the one who saw; what her ornaments then did fills out the rest of the verse.
First line of an udāharaṇa illustrating maṇḍana-śiñjita, 'the jingling of ornaments' acting as a silent go-between — the mode named in the lead-in maṇḍana-śiñjitam—.

śaṅke — I fancy; [maṇi-kaṅkaṇāvalī] aṅgaja-rāja-śāsanam — the row of bangles the edict of Kāma the love-king; bravīti — is announcing.
"...that jingling, I fancy, is announcing the edict of Kāma, the king of love." The bangles' sound acts as Cupid's herald — which is just how the 'jingling of ornaments' works as a go-between.

Viśvanātha stages the action concretely. The jeweled bangles sit on her right wrist; with her left hand she pushes them together to settle them firmly. That knocking-together is what the verse's word saṅkīryamāṇā describes.

Viśvanātha reads it plainly, on his own terms. For idle women with nothing else to occupy them, fidgeting with the bangles is simply a natural habit. So, he says, nothing special is being signalled by it here — no hidden cause need be read into the sound.
