First he explains the swinging earring: when she looks at Kṛṣṇa, her cheek turns to the side, so the earring sways — that is 'karṇoccalat-kuṇḍalā.' Then the key phrase: 'the sprout of rāga' means the sprout of anurāga, budding love. That love had already grown in her heart beforehand, inwardly. Now she has made it visible on the outside as well. This, says Viśvanātha, is an utprekṣā, a poetic fancy — and it works because the tilaka she paints is itself sprout-shaped, so it can be imagined as the inner love-sprout pushing into view.
utprekṣā (poetic fancy): the figure where one thing is imagined as another. Here the sprout-shaped tilaka on Rādhā's brow is fancied as the very sprout of her inner love breaking out into the open.
