A woman of Vraja, her face bent low in shyness, drew something lovely on the ground of the cowherd courtyard, using the big toe of her foot as a pen. Kṛṣṇa is describing what he saw — the verse is his.

An udāharaṇa (illustrative verse) of padā bhū-lekhanam, 'writing on the ground with the foot' — the sign named in the lead-in to this verse; spoken by Kṛṣṇa (so Viśvanātha, who names Subala as the one he tells it to).

Jīva gives two word-meanings. 'Nava-prāghuṇa' means a new guest (nava = new, atithi = guest). And 'kīlita' means saṁyuta — joined, bound fast.
'नव-प्राघुण' का अर्थ है नया अतिथि, और 'कीलित' का अर्थ है संयुत (बँधा हुआ)।

Viśvanātha unpacks the long compound. 'Nava-prāghuṇa' = a new guest. He makes the writing itself the actor: that toe-writing is the doer. By Kāma's decree it becomes a 'tablet' — a writing-surface — and it climbs to the rank of that decree-tablet. Then, carried by some bearer, it takes the mind to her two breasts. Those breasts are the 'narrow slopes,' that is, two narrow banks. And the 'junction' of them is the groove sunk down the middle — the cleft between them. That, he says, is the meaning.

Viśvanātha spells out the mechanics. When she bends to write on the ground, her arms draw inward. That pulls the two breasts — the 'banks' — together, and they settle down over the mind. So it is by those very breasts, closing over it, that the mind gets sealed in. That, he says, is the implied sense.

atra iyaṁ vivṛtiḥ — here is the unfolding; kandarpeṇa tuṣyatā — by the pleased Kāma; mal-locanāya — to my eye; sarvaṁ rādhāṅga-rājyaṁ dattaṁ — the whole kingdom of Rādhā's body was granted; tatra — thereupon; sva-svāropa-dārḍhyāya — to secure his own grant; caraṇāṅguṣṭha-lekhanyā — with the toe-pen; bhū-patrikāyāṁ — on the earth-deed; paṭu-lekhaḥ ca dattaḥ — a clear writ too was issued.

Now Viśvanātha reads the whole verse as one allegory — a royal land-grant. Kāma, the love-god, was pleased with me, so he deeded over to my eye an entire kingdom: the kingdom that is Rādhā's body. And to make the grant legally firm, he had a clear title-deed drawn up — written with the pen that is her big toe, on the document that is the bare earth. The mapping: Kāma = the granting king; the kingdom = Rādhā's body; my eye = the grantee; the toe = the pen; the ground = the deed-paper; the toe-drawing = the written title.

And here is the turn. That kingdom — Rādhā's body — had been deeded to the eye. But then the mind coveted it too, trespassing on the eye's grant. Seeing the mind's greed, the eye — as if furious (only 'as if,' it is poetry) — moved to punish the offense. It bound the mind and jailed it in the prison that is the cleft between the two mountains, her breasts. So the whole verse, on Viśvanātha's reading: Kāma's grant to the eye, the mind's trespass, and the eye's imprisonment of the trespasser. The mind = the trespasser; the breast-cleft = the jail.
