The first type of leader is neither equal to anyone nor inferior to anyone. The last type is never superior to anyone. Each of these two is defined by what she can never be.

The first type is the atyantādhikā, superior to all; the last is the atyantika-laghu, inferior to all. The verse marks them off by the relations they are barred from.
