citra and patra are two kinds of body-decoration: a painted figure and a foliate (leaf-vine) line drawn with sandal-paste or musk.

kavarī-bhara = the full mass of the braided hair; mugdha 'charming, lovely' describes the garland used to bind it.

इस प्रकार कहे जाने पर, प्रसन्न पीताम्बर (कृष्ण) ने भी वैसा ही कर दिया।
Told all this, Kṛṣṇa — the yellow-robed Lord himself — gladly did every bit of it, exactly as she asked. The 'even' (api) is the whole point: the Supreme Person takes orders from the girl and is happy to. That is the hero being subject to the heroine.
इस तरह जब उनसे यह कहा गया, तो प्रसन्न होकर पीताम्बर (कृष्ण) ने भी वैसा ही कर दिया। 'भी' यही आश्चर्य दिखाता है — स्वयं भगवान् भी कहे अनुसार वैसा कर बैठे।
The majestic epithet pītāmbara (an established name of Viṣṇu/Kṛṣṇa, 'the wearer of the yellow garment') is chosen deliberately: naming him as the great Lord sharpens the paradox of his obeying her.

The point that the hero is subject to the heroine (nāyikā-adhīnatva) is not spelled out by any single word in the definition. So, to make it show, Rūpa reaches for an example: he says 'yathā vā' — 'or else, take this.' The Gīta-govinda verse then does the work the definition could not.
नायक का नायिका के अधीन होना — यह [पहले उदाहरण में] किसी शब्द से सीधे नहीं कहा गया था। इसीलिए [ग्रंथकार] 'यथा वा' इत्यादि यह पद्य कहते हैं।
nāyikā-adhīnatva — the lover being under the heroine's sway — is the mark of the svādhīna-bhartṛkā, the heroine whose beloved does as she wishes. 'yathā vā' is the standard formula for introducing a further illustrative verse.
