Oh, the sheer nerve of these lotus-eyed cowherd girls!

yāḥ — who; keśave — toward Keśava, in his very presence; kṣaṇam api — even for a moment; mānam — māna; praṇayanti — bring forth.
...girls who can actually put on māna toward Keśava — even for a single moment!
māna: the sulking pride a heroine adopts when jealous or offended; here the whole point is that some gopīs can sustain it face-to-face with Kṛṣṇa, and the speaker cannot.

The instant even the two little syllables 'mā-na' reach me —

A friend is coaching this heroine on how to sulk. She rounds on all the sulking women there are, and — throwing it back at the friend — speaks the verse beginning 'ābhīra.'

sahasā vartate iti — 'acts suddenly'; sāhasikaḥ — [hence] 'a rash one'; tasya bhāvaḥ — the state of being that; sāhasikyam — sāhasikya.
Word-derivation: one who 'acts on impulse' (sahasā vartate) is a sāhasika. The noun for that condition is sāhasikya — recklessness. That is the 'audacity' of line one.

keśave dṛṣṭe sati — when Keśava has been seen; iti arthaḥ — is the meaning.
The verse's 'toward Keśava' (keśave) does not mean merely 'against him.' It means 'right when Keśava is there before their eyes.' The audacity is that they sulk while actually looking at him.

Someone might object: then this heroine simply has no anger toward her lover in the first place. That objection must not be made.

bāṣpa-ruddha-avalokanā'her very gaze choked shut by tears' quoted lemma'आँसुओं से जिसकी दृष्टि रुँध जाए' (उद्धृत पद)

sāmānya-lakṣaṇe — in the general definition; kṛtāparādhe dayite bāṣpa-ruddha-avalokanā iti — 'when the beloved offends, her gaze is choked with tears'; roṣa-kāryasya bāṣpasya — of tears, an effect of anger; ukteḥ — because of the mention.
For the standard definition of a sulking woman says: 'when the beloved has offended her, her very gaze is choked with tears.' Tears are an effect of anger, and they are named right there in the definition. So anger does belong to her — the objection fails.
Why cited: u.nī. 5.14, the general definition of the māninī, is adduced to prove that anger is present in this heroine after all — since the definition lists tears, and tears are an effect of anger.

But here is the crux. The moment she sees her lover, the joy she feels makes the māna die down — even a māna that has already brought its outward symptoms with it.
anubhāva: the outward bodily signs of an inner emotion (tears, trembling, faltering speech) in rasa-theory. The commentator sharpens exactly how far the māna gets in the two heroines below.

Now take the heroine described earlier in the text. When she sees him, the exertion her māna had set going — in body, in speech, in mind — has not yet borne any fruit; and the sheer onrush of the joy of seeing him makes even that exertion subside.

The contrast is the two adverbs: the earlier heroine was seen 'at first' (prathamam) still bearing tears-and-anger, whereas the māna-akṣamā is seen 'fully' (samyaktayā) — her anger having vanished at once, nothing clouds his sight of her.

The sharpened bheda: (māna-akṣamā) a mere touch (sparśa-mātra) of the joy turns the anger back, so māna never even begins; (the earlier mṛdvī) only the full crush (saṁmarda) of the joy removes the anger, so māna begins but is never completed.
