khaṇḍitāyāḥ dhanyāyāḥ sakhī — the friend of the offended Dhanyā; kṛṣṇam āha — speaks to Kṛṣṇa; siddha iti — with the verse 'siddhā...'

The friend of Dhanyā — the offended heroine (khaṇḍitā), whose lover has come back marked by his night with another — turns and speaks to Kṛṣṇa, in the verse beginning 'siddhā.'
khaṇḍitā is a nāyikā type: the heroine wronged by a lover who arrives showing the signs (nail-marks, another's scent) of having been with a rival. Her mood here is roṣa-kṛta-bāṣpa-mauna — tears and silence born of anger.

na viḍambaya'do not mock' unpacks as:उपहास मत करो
praṇipātādinā no hasadon't laugh at her with your falling-at-her-feet and the rest (praṇipāta — prostration; ādi — and so on; no hasa = na u hasa — don't ridicule at all)प्रणाम आदि (झूठे) करके इसका मखौल मत उड़ाओ
uddhatā iva adhīrā iva — [she would seem] arrogant or impatient [if she spoke, contrary to her pure nature]; na viḍambaya — 'do not mock' = praṇipātādinā no hasa — do not ridicule her with prostrations and the like.
To get out a word to you she'd have to turn brazen (uddhatā) or lose her composure (adhīrā) — and she is neither. And 'do not mock her' (na viḍambaya) means this: don't put on the show of throwing yourself at her feet and so on; that only ridicules her.
uddhatā and adhīrā name temperaments of the offended heroine — the bold one and the agitated one; the point is that pure-hearted Dhanyā is of neither sort, so she cannot bring herself to rebuke you. Viśvanātha's phrase is elliptical (the iva-clauses lean on the mūla's akṣamā iva, 'as if unable').

The '-ī' in kadamba-vanī is a diminutive: it signals a little kadamba grove, not a great forest.

iti bhāvaḥsuch is the implied senseऐसा भाव है
bhujaṅga = he kāmuka — 'snake' means 'O lecher!'; kadamba-vane rātrau yā ramitā tām — the woman you sported with at night in the kadamba grove; [imaṁ] jānīta — know who she is; iti bhāvaḥ — that is the sense.
'Snake' (bhujaṅga) here means: O lecher! The dig behind the epithet: that woman you spent the night with in the kadamba grove — we know exactly who she is.
The vocative turns on a śleṣa — bhujaṅga is both 'snake' and 'philanderer' — and the friend names the kadamba grove to throw his night-tryst in his face. The source text of the last clause is corrupt ('tāmi yaṁ'); the sense is either 'know her!' (to Kṛṣṇa) or 'she [Dhanyā] knows her' — an exposure of the rival either way.
