Here is the setting Viśvanātha supplies. Viśākhā is coming on her own to a tryst — she is the abhisārikā. Kṛṣṇa catches sight of her approaching from far off, and he describes her in this verse, the one that opens 'viramati…'. So the speaker is Kṛṣṇa and the described one is Viśākhā.
विशाखा स्वयं अभिसार के लिए निकली है। उसे दूर से देखकर श्रीकृष्ण 'विरमति…' कहकर उसका वर्णन करते हैं।
abhisārikā — the classified heroine-type who herself goes out to meet her lover. 'svayam abhisarantī' marks Viśākhā as acting in that role; it fixes both who speaks (Kṛṣṇa) and the occasion.

This is the pun (śleṣa) Rūpa built into the verse. The single word 'dīvyati' faces two ways. Read of the eye, it means 'plays, sports.' Read of the lotus, it means 'blooms open' — and there the word only reaches that sense by implication (lakṣaṇā), because a lotus does not literally play. One verb thus serves both the eye and the lotus at once.
'दीव्यति' के दो अर्थ लगते हैं। नेत्र के पक्ष में इसका अर्थ है 'क्रीड़ा करता है'। कमल के पक्ष में लक्षणा से इसका अर्थ है 'खिलता है'।
lakṣaṇā — a word's secondary, implied signification, used when the literal sense won't fit. 'Play' is literal for the eye but has to be carried over to 'bloom' for the lotus, so lakṣaṇā does the carrying.
यही श्लेष का मूल पद है — एक ही 'दीव्यति' शब्द से नेत्र (क्रीड़ा) और कमल (विकास) दोनों अर्थ एक साथ निकलते हैं; दोनों में से किसी एक को छोड़ा नहीं जाता।

Now Viśvanātha cashes out the 'and.' Here the ca hints at a contradiction. In nature the day-lotus opens to the sun and the moon rules the night — the lotus and the moon never flourish together; the one closes when the other rises. But in her the lotus of the eyes and the moon of the face bloom at the very same instant. The little 'and' points to that impossibility.
यहाँ का 'च' एक विरोधाभास सुझाता है। चन्द्र और कमल का एक ही समय में एक साथ खिल उठना ही वह विरोध है, जिसे यह 'च' प्रकट करता है।
The virodha (apparent contradiction) is the seed of adbhuta / vismaya, the mood of wonder: something is shown that ordinarily cannot be.

So here is the payoff. Because of that wonder, in this verse the rasa of wonder (vismaya, i.e. adbhuta) is the master, and the amorous rasa (śṛṅgāra) is its servant. That is the striking reversal: normally in such a description śṛṅgāra would lead and wonder would merely dress it up; here the wonder of the impossible sight leads, and the romance is subordinate to it.

aṅgī / aṅga — the aṅgī is the dominant rasa a passage is organized around; an aṅga is a subordinate rasa feeding it. The point worth flagging: the usual hierarchy (śṛṅgāra as aṅgī) is inverted here.
