The lead-in 'atha sakhī-praṇayādhīnā' frames the verse: this shows Rādhā as one who is under the sway of her sakhīs' love — she cannot act on her own, only through and for her friends. That is the very point the whole speech will turn on.

But beneath that surface the real hint runs differently: it is Lalitā alone who is dead-set against Kṛṣṇa. So she is the one he must coax and bring round. That is the hidden layer — the gūḍha dhvani.
वास्तव में अकेली ललिता ही कृष्ण को असम्मत (अप्रिय) है; इसलिए कृष्ण को चाहिए कि वह उसे मनाकर अपने वश में कर ले — यह छिपा हुआ अर्थ है।

And a deeper counsel is folded in still: 'I am not subject to Lalitā alone, but to my other sakhīs too.' So Kṛṣṇa should enlist Viśākhā and the rest — the ones who would take his side and help — and through them win his aim [of getting Rādhā back]. Set out with a word of reassurance first, this is the hidden advice Rādhā is really giving him.
'मैं तो केवल उस अकेली ललिता के ही अधीन नहीं, बल्कि और सखियों के भी अधीन हूँ' — इसलिए उस कार्य में सहायता देने वाली विशाखा आदि का सहारा लेकर कृष्ण अपना काम सिद्ध कर ले। पहले आश्वासन देकर दिया गया यह गूढ़ उपदेश है।
