The verse 'prema-santatibhiḥ' is spoken by Śrī Vrajeśvarī, the queen of Vraja. She is answering a certain woman who, under some pretext, was angling to draw out what Vrajeśvarī truly felt in her heart [about Rādhā].
'प्रेम-सन्ततिभिः एव' — यह श्री व्रजेश्वरी (यशोदा) का वचन है, जो बहाने से अपने मन की बात पूछती हुई किसी गोपी के प्रति कहा गया।
nija-hārda, 'one's own heart-feeling': the reflexive most naturally points to Vrajeśvarī, whose real sentiment the visitor was trying to coax out indirectly. The source's 'kāśin' is the sandhi of kāñcit + nija ('a certain [woman]').

Early in the morning Śrī Rādhā is coming over to Vrajeśvarī's house to do the cooking. Catching sight of her from a distance, Śrī Vrajeśvarī (Yaśodā) turns to a friend beside her and speaks the verse 'prema.'
प्रातःकाल रसोई के लिए अपने घर आती हुई श्री राधा को दूर से देखकर श्री व्रजेश्वरी अपनी सखी से यह ('प्रेम' इत्यादि) वचन कहती हैं।

Here is what 'the streams of prema' really means. The expansions of prema are its own grades — sneha and so forth. The Creator fashioned Rādhā out of every one of them, as the very stuff she is made from. That is the sense.
वस्तुतः 'प्रेम की सन्ततियाँ' का अभिप्राय है — प्रेम के अंश, अर्थात् स्नेह आदि; उन सब उपादान-कारणों (मूल सामग्री) के द्वारा। यही अर्थ है।
upādāna-kāraṇa is the Nyāya/Vedānta term for the material cause — the clay a pot is made of — as against the efficient cause (the potter). Here the grades of love are the clay; the Creator (vedhas) is the potter. 'snehādi' names the ascending grades of love: sneha, māna, praṇaya, rāga, anurāga, on up to bhāva/mahābhāva.
