The fuzzy, filament-covered kadamba bloom is the stock image for romāñca (horripilation); truṭad-akṣara = syllables snapping mid-word = svara-bhaṅga, the broken voice.

This verse is spoken by one of Rādhā's girlfriends, addressing Kṛṣṇa. Take it as an instance of the udātta ornament (the poetic figure of 'lofty abundance').
'अश्रूणाम्' से आरम्भ होने वाला यह श्लोक राधा की सखी का वचन है। वह इसे कृष्ण से कह रही है। इसमें उदात्त अलंकार है।
udātta is a kāvya alaṅkāra; Jīva names it now and defines it in the next line.

A grammar note first: the participle 'truṭat' is right because the root truṭ is a tudādi-class verb. Then pravātā means 'wind-swept', a place of hard winds. So she is like a plantain tree trembling in that strong wind — that is, she is shaking (the sign of kampa).
'त्रुटत्' पद तुदादिगण के धातु से बना है। 'प्रवाता' वह है जिसमें तेज हवा चल रही हो—अर्थात् काँपता हुआ केला। राधा उसी के समान है।

Why say only 'somewhere about'? Kṛṣṇa had drawn Rādhā to himself with his flute. So the sakhī speaks vaguely on purpose — to make his longing for her grow.

But in reality she is close by, hidden in the grove, watching him the whole time. The analogy proves it: the moonstone oozes only when the moon is actually before it. So her melting glow (line 2) is the moonstone reacting to its moon — meaning she is looking at her beloved, and her state is the joy of seeing him. That is what the image quietly suggests: not that she is lost far off, but that she is near and gazing at him.
पर सचाई यह है कि राधा पास ही है। वह कुंज के भीतर छिपकर कृष्ण को देख रही है। 'ज्योत्स्नी-स्यन्दि' का दृष्टान्त यही सूचित करता है—प्रिय को देखने से उपजा उसका महासुख।
Analogy (dṛṣṭānta): moonstone = Rādhā's body; the moon whose light makes it ooze = Kṛṣṇa in view; the oozing = her melting joy. It shows she is actually seeing him; it stops short of denying the sakhī's public vagueness (s8) — she still says only 'somewhere'. Source reads 'pañcanty'; taken as paśyantī, 'watching'.

sūddīpta = the highest, 'fully kindled' intensity of a sāttvika-bhāva; rūḍha is the grade of mahā-bhāva marked by them.
