paṭā-saṁvīta here = paṭa + a-saṁvīta, 'not wrapped by cloth,' i.e. uncovered; the long ā is the sandhi of paṭa + asaṁvīta. Viśvanātha (s3) construes the compound this way — bare-chested as a child, not decently covered as a grown girl would be.

The surface reads 'bālā asi,' present 'you are a child.' Viśvanātha (s4) instead pulls 'bālā' back to 'visrabdhā' of L1 to read 'bālā visrabdhā āsīḥ,' '[you] were a carefree child.' The two construals are left standing side by side.

'Carefree' begs a question — carefree in what? Jīva supplies the missing words: carefree in the play with her girlfriends. Those very dust-games are the games she played among the sakhīs.
यहाँ 'सखियों के खेलों में निःशंक' — इतना पद अध्याहार करके पूरा कर लेना चाहिए।
iti śeṣaḥ flags an ellipsis: the word or phrase the reader must mentally add to complete the sense. Here Jīva reads the dhūli-keli of the verse as the sakhī-keli, girl-play among friends.

A snag about the tenses. The whole stretch from 'dhūli-keliṣu' to 'mṛgyati' describes her earlier days, her childhood — yet the verse casts it in the present tense. Jīva heads off the worry with the grammarians' maxim: the present tense may stand for what is close to the present. So the past-childhood picture and the present-tense wording sit together without conflict.
यद्यपि 'धूलि-केलिषु' से 'मृग्यति' तक के पद नायिका की पहले की अवस्था के आधार पर कहे गए हैं, फिर भी 'वर्तमान के निकट का काल वर्तमान के समान (माना जाता है)' — इस नियम से इन्हें वर्तमान के साथ जोड़ लेना चाहिए।
'vartamāna-sāmīpye vartamānavad vā' is Pāṇini 3.3.131: for an action near to the present moment, the present tense may optionally be used — the licence Jīva leans on to reconcile the verbs.
'वर्तमान-सामीप्ये वर्तमानवत्' एक व्याकरण-न्याय है — वर्तमान के निकट का भूत/भविष्य वर्तमान की तरह प्रयुक्त होता है; इसी से 'मृग्यति' आदि वर्तमान क्रियाएँ सिद्ध होती हैं।

Viśvanātha names the same speaker but adds two strokes. She is the elder brother's wife who has herself already known Kṛṣṇa's company — so she teases from experience, not innocence. And her words are half a joke, sa-parihāsa.
यह उस जेठानी (बड़े भाई की पत्नी) का परिहास-भरा वचन है, जिसे स्वयं कृष्ण आदि का संग मिल चुका है।
Both commentators call her the jyeṣṭha-bhrātṛjāyā; Viśvanātha alone adds that she has herself enjoyed Kṛṣṇa's company and that her speech is teasing. Left un-harmonized with Jīva's plainer 'her words.'

Viśvanātha sorts out the word-order. 'In the dust-games' goes with 'chest uncovered by cloth' — these belong together as one clause: while playing in the dust, her chest was bare.
'धूलि-खेलों में वस्त्र से अनावृत वक्षःस्थलवाली' — इस प्रकार पदों का अन्वय करना चाहिए।
This leaves 'visrabdhā,' at the head of the line, free to construe elsewhere — with 'bālā,' as he explains next. And paṭā-saṁvīta he reads as paṭa + a-saṁvīta, 'uncovered.'

Now the awkward bit. 'Visrabdhā' sits at the very front of the verse, but it truly construes with 'bālā' down in the next line: 'you WERE a carefree child.' Words that belong together are set far apart — normally a fault. Viśvanātha's ruling: bear with it. The poet split them because the alliteration demanded that arrangement.
इसी प्रकार 'बालिका थी तब तू निःशंक थी' — यह पदों का व्यवधानयुक्त अन्वय अनुप्रास (अलंकार) निभाने के कारण स्वीकार कर लेना चाहिए।
vyavahita-anvaya — 'construal at a distance,' where words that syntactically join are separated within the line. Ordinarily a blemish; excused here for the anuprāsa, the sound-play of repeated consonants. Note too that this reading ('āsīḥ,' you WERE) differs from the surface 'bālā asi,' you ARE — not harmonized with the plain construal.
व्यवहित अन्वय = दूर-दूर पड़े पदों को जोड़ना; यहाँ 'बाला' और 'विस्रब्धा आसीः' के बीच व्यवधान है, फिर भी अनुप्रास के लिए यह क्रम स्वीकार्य है।

Why does the father not look for a groom? Viśvanātha's gloss: the cowherd is 'without particular reflection' on the matter — it has simply never occurred to him that his daughter has grown up. So he makes no move to find a son-in-law.

Source garbling: the printed 'vi`ceṣa-parām arṣa-śūnyaḥ' is a corruption of viśeṣa-parāmarśa-śūnyaḥ, 'devoid of particular consideration'; decoded here to the intended reading.
