What was the fulfilled desire? Jīva points to Kṛṣṇa's own boon in the Bhāgavata: 'Go home to Vraja — your aim is won; with Me these nights shall be enjoyed.' These are the girls who were given that boon.
Why cited: scriptural basis for 'hariṇā pūritābhīṣṭāḥ' — Kṛṣṇa's boon to the Kātyāyanī-vow maidens (Bhā.Pu. 10.22.27) that they would spend the [rāsa] nights with him is the very fulfilment of desire the verse names.

'Therefore his beloveds' — Jīva reads it this way: they think of themselves as belonging to him, as his very own. That self-understanding is what makes them his beloveds.
The text reads sasmin, almost certainly a slip for tasmin ('in/toward him'). This is Jīva's svakīyā reading — the maidens hold themselves to be Kṛṣṇa's own (svīyā), not another's.

vallabhādi-śabdasya — of the word 'vallabhā' and the like; svīyāyām eva rūḍhatvāt — because its settled conventional sense holds only of one's own wife.
Why read it as 'his own'? Because the word vallabhā, and words like it, have their established everyday meaning only for a man's own wife. So by calling them his vallabhās, Jīva says, the verse marks them as svīyā.
rūḍhi — a word's fixed conventional meaning, as against its etymological or derived sense. This is the semantic ground of Jīva's svakīyā position. Viśvanātha, below, reads the same verse the opposite way.

Viśvanātha reads 'there' as: among the parakīyās — the women who belong to another — the maidens are now being defined. Right at the outset he places the kanyakā inside the parakīyā class.
The divergence from Jīva shows at once: where Jīva grounds a svīyā (his-own) reading, Viśvanātha frames the whole thing within the parakīyā (another's) category. The two are not reconciled here.

But — Viśvanātha pushes back — by the reasoning given earlier, these maidens must be understood as other than the women who think of themselves as Kṛṣṇa's wives. His reason: this passage sits in the middle of the parakīyā chapter. Placement in that chapter settles that they belong to another, not to Kṛṣṇa.
This directly opposes Jīva's svīyā reading of the same verse. The two ācāryas are not harmonized: Jīva reads vallabhā by word-convention as 'his own'; Viśvanātha reads by chapter-placement as 'another's' (parakīyā).

A further point. The verse says 'which (yā) Gokula-maidens performed the vow' — the word 'which' singles out only some. And the root text speaks of 'the maidens of Nanda's Vraja' and 'the maidens of Gokula' at large. So there were many other maidens — from the Vraja of Vṛṣabhānu and Candrabhānu — who did NOT do the Kātyāyanī vow but were there all the same. They too, as Śrī Rādhikā's companions, are to be known as parakīyā. Being a forbidden beloved is not confined to the vow-performers.
The scriptural anchors are Bhā.Pu. 10.22 (the Kātyāyanī-vrata episode): 'in the first month of winter the maidens of Nanda's Vraja…' (10.22.1) and 'which Gokula-maidens performed…'. Vṛṣabhānu is Rādhā's father; naming his and Candrabhānu's Vraja-maidens draws Rādhā's own circle in as parakīyā.
