Anyone who is not the Lord must never act this out — not even in his mind. That is the rule, for only a true controller could.

If someone does this out of folly, he is destroyed — the way anyone who is not Rudra would die from swallowing the poison that churned up out of the ocean. The poison stands for the act; Rudra stands for the Lord, who alone can bear it; the non-Rudra is the ordinary person who dares to copy it.

In the same way, even acting on your own whim, in imitation, becomes a fault. How much more of a fault, then, is imagining yourself as one and the same with Kṛṣṇa and with his mood toward his beloved gopīs. Śukadeva shows this — and he does so 'right there,' in the very same passage.

tat-paraḥ — 'tat-para'; tad-eka-niṣṭhaḥ bhavet — means one becomes fixed on him alone; maṇi-mantra-mahā-auṣadhānām śaktiḥ iva — like the power of gems, mantras, mighty herbs; iyaṁ līlāyāṁ — this power is in the līlā; yat tad-eka-niṣṭhatām utpādayati — namely that it produces sole devotion to him; iti atra aviśvāsaḥ na kāryaḥ — so no disbelief should be made here; iti bhāvaḥ — such is the purport.
'Tat-para' means one becomes fixed on him and him alone. Just as gems, mantras, and powerful herbs carry a built-in power to work their effect, this līlā carries a power of its own. The parallel is exact: the gems, mantras and herbs are the līlā; their innate potency is the līlā's potency; the cure or effect they bring about is exclusive devotion to Kṛṣṇa, produced in whoever hears it. So one should not be skeptical here. That is the purport.

Or else, read 'bhavet' as a command — an injunctive optative, exactly like the ritual rule 'one should worship the sandhyā every day.' On this reading: after you hear this līlā, if you do NOT become devoted to him, you incur pratyavāya, the sin of leaving a prescribed duty undone. (This second reading is left standing, alongside the first, not chosen over it.)
vidhi-liṅ: the optative mood used to lay down an injunction (a 'you shall' command), as against a mere statement of fact. pratyavāya (from ritual usage): the specific demerit that attaches to omitting a duty that scripture has enjoined.
