L1definition
ātyantika-rahasya-jñaḥ sakhī-bhāva-samāśritaḥ |
sakhī-bhāva-samāśritaḥwho has taken shelter in the mood of a female friend bahuvrīhi; samāśrita = fully taken refuge inऔर जिसने सखी-भाव का पूरी तरह आश्रय ले रखा है (समाश्रित = पूरी तरह शरण में गया हुआ)
ātyantika-rahasya-jñaḥ — [he] who knows the utterly innermost secrets; sakhī-bhāva-samāśritaḥ — [he] who has taken shelter in the mood of a female friend.
Rūpa now defines the priya-narma-sakhā, the confidant friend. Two marks come first. He knows Kṛṣṇa's most private secrets, the very innermost ones. And he has taken on the mood of a sakhī, a girlfriend of the gopīs.
sakhī-bhāva is the inner stance of a female companion of the gopīs; the priya-narma-sakhā is a male cowherd friend who nonetheless enters into that girl-friend mood.

Now the ranking. Of all the loving friends of Kṛṣṇa, this one, the priya-narma-sakhā, is the very best. He stands above every other kind of companion.
priya-narma-sakhā is literally the 'dear friend of intimate jest' — narma is playful, confidential banter; this is the innermost circle of male friends.

Now Rūpa names names. In Gokula this best friend is Subala. And in the same role, in other settings, there are Arjuna and others like him.
The verse is giving concrete instances of the priya-narma-sakhā: Subala among the Vraja cowherds, Arjuna among Kṛṣṇa's later companions.

sakhī-bhāvaḥ śrī-kṛṣṇa-tat-preyasyāḥ para-para-melanecchā taṁ samāśrita iti tena tasya puruṣa-bhāvaś cāvṛta iti bhāvaḥ ||
sakhī-bhāvaḥthe 'mood of a female friend' [from the verse] nom.; the mūla term Jīva is definingसखी-भाव — जिस मूल-पद की जीव गोस्वामी व्याख्या कर रहे हैं (कर्ता)
śrī-kṛṣṇa-tat-preyasyāḥ para-para-melana-icchāis the wish to bring Śrī Kṛṣṇa and his beloved together, each with the other predicate noun; tat-preyasī = his beloved [gopī], para-para-melana = the mutual joining of the two, icchā = the desireश्रीकृष्ण और उनकी प्रेयसी — दोनों को आपस में मिलाने की इच्छा (तत्-प्रेयसी = उनकी प्रिया गोपी; पर-पर-मेलन = परस्पर मिलन; इच्छा = चाह — यही सखी-भाव का अर्थ)
taṁ samāśritaḥ itiso '[he] has taken shelter in that [mood]' means this iti wraps up the paraphrase of the mūla's samāśritaḥउसी का आश्रय लिए हुए — इस प्रकार (इति से मूल के 'समाश्रितः' की व्याख्या पूरी होती है)
tena tasya puruṣa-bhāvaḥ ca āvṛtaḥ iti bhāvaḥso that by it his own male stance, too, is covered over — that is the sense tena = by that [mood], puruṣa-bhāva = the male mode/manhood, ca = also, āvṛta = veiled; iti bhāvaḥ = 'such is the purport'उसी भाव के कारण उसका पुरुष-भाव भी ढँक जाता है — यही तात्पर्य है (तेन = उस भाव से; पुरुष-भाव = पुरुषपन; च = भी; आवृत = ढका हुआ; इति भावः = ऐसा अभिप्राय)
sakhī-bhāvaḥ — the mood of a female friend; śrī-kṛṣṇa-tat-preyasyāḥ para-para-melana-icchā — [is] the wish to unite Śrī Kṛṣṇa and his beloved with one another; taṁ samāśritaḥ iti — thus '[he] has taken shelter in that'; tena — by that mood; tasya puruṣa-bhāvaḥ ca āvṛtaḥ — his male stance too is veiled; iti bhāvaḥ — this is the purport.
Jīva defines sakhī-bhāva. It is the desire to bring Kṛṣṇa and his beloved gopī together, each into the arms of the other. So when the verse says the friend 'takes shelter in sakhī-bhāva,' it means he adopts exactly this wish. And Jīva adds the deeper point: by taking on that girl-friend mood, the friend's own maleness gets covered over. His manhood recedes behind the sakhī stance.
puruṣa-bhāva is the sense of being male; āvṛta = veiled or covered — the priya-narma-sakhā does not lose being male, but that side is overlaid by the sakhī mood.

anyatarabhyāṁ na vyākhyātaḥ |
anyatarābhyāṁby either of the other two [commentators] instr. dual; refers to the two other commentators besides Jīvaअन्य दोनों टीकाकारों के द्वारा (तृतीया द्विवचन — जीव के अतिरिक्त शेष दो टीकाकार)
na vyākhyātaḥwas not commented on past pass.; supply 'this verse / point'व्याख्या नहीं किया गया (यह श्लोक / यह स्थल — कर्मवाच्य में जोड़ लें)
anyatarābhyāṁ — by either of the [other] two; na vyākhyātaḥ — [it] was not explained.
This is an editor's note, not teaching. It records that neither of the other two commentators glossed this. Only Jīva took it up here.
anyatara in the dual means 'either one of two'; the note flags that the point stands only in Jīva's commentary and is absent from the other two.
