Rūpa now defines the viṭa, one of the hero's companions. He is skilled at grooming and at waiting on people — he knows dress and attendance. He is a sly, worldly-wise operator, a charming rogue. And he is at ease in any gathering, quick and clever in conversation.
viṭa: in the Sanskrit dramatic tradition a stock character — the polished man-about-town who attends the hero, versed in dress, wit, and the arts of love. Here Rūpa borrows the type as one of the nāyaka's helpers.

veśopacāra-kuśalatvaṁ kāma-tantra-kalā-veditvaṁ ca — the skill at grooming-and-attendance and the versedness in the arts of love; dūtyopayoge eva — only in service of messenger-work; jñeyaṁ — are to be understood; na tu sarvatra — not everywhere; vṛthātvāt — because otherwise they would be pointless
Jīva narrows down the two skills the verse gave. The grooming-and-attendance skill and the knowledge of love's arts are meant only for one purpose: helping as a go-between, carrying the lovers' messages. They are not skills he shows off everywhere. Why restrict them? Because otherwise the mention would be pointless — an accomplishment that serves nothing here.
dūtya: the office of a dūta, a go-between or messenger. Jīva's point is that the viṭa's charm and erotic learning matter to the rasa only as they equip him to carry messages between the lovers.

bhāvāntara-sparśitvābhāvāc ca |
bhāvāntara-sparśitva-abhāvācand because they touch no other mood — used at large they would serve no further rasa-purpose abl. of cause; bhāvāntara = another mood/emotion, sparśitva = the touching of, abhāva = absenceक्योंकि उनमें किसी अन्य भाव का स्पर्श नहीं होता — दूसरे भाव को छूने का अभाव होने के कारण (bhāvāntara = अन्य भाव; sparśitva = स्पर्श करना; abhāva = अभाव; abl.
caand — this is a second reason, added to the first ca joins this ground to the vṛthātvāt of s1और — यह हेतु पहले वाले "व्यर्थता" वाले हेतु से जुड़ता है (ca)
bhāvāntara-sparśitva-abhāvāt ca — and because [they would] touch no other mood
Here is a second reason for that restriction. If these skills were exercised everywhere, they would still touch no other mood — they would not feed any further devotional feeling. So there is no reason to read them broadly. Both grounds push the same way: keep the two skills tied to the messenger's task.
bhāvāntara: "another bhāva," a different emotional register. The argument: the viṭa's talents contribute to the mood only through the go-between role; loosed from it they add nothing to any rasa.

Now a note about the example verse coming up. In that illustration, however, the two qualities are not spelled out. So the reader has to infer them — supply the grooming-skill and the love-arts knowledge for himself, since the verse only shows them at work.
unneya: "to be drawn out, inferred" (ud-√nī). Jīva flags that the illustrating verse displays the viṭa in action without labeling his two defining skills; the reader must recognize them.

tac caand that [inference is warranted] — here is how those two are to be read into the example tad = the inferring of s3; ca opens the grounds for itऔर वह अनुमान — पिछले वाक्य का जो "अनुमान से जानना" कहा, उसके हेतु यहाँ आरम्भ होते हैं (ca)
svarūpasya veśāntareṇa ācchannatayābecause his own true form is kept hidden under a change of disguise — he moves about in another's get-up svarūpa = one's real form/identity; veśāntara = a different dress; ācchannatā = the state of being covered; instr./abl. sense of groundक्योंकि उसका असली रूप दूसरे वेश से ढँका रहता है — अपना स्वरूप भिन्न पहनावे से आच्छादित होने के कारण (svarūpa = असली रूप; veśāntara = दूसरा वेश; ācchannatā = ढँके होने की अवस्था)
gamanātfrom his going about [so disguised] — this displays the grooming-skill abl. of cause; gamana = going, moving aroundइस प्रकार (छिपकर) चलने-फिरने के कारण — इस रूप में विचरण करने से (abl.
kāma-tantrīya-mohana-mantrādi-yogācand because he employs the bewitching mantras and the rest that belong to the science of love — this displays the love-arts knowledge kāma-tantrīya = pertaining to the kāma-tantra; mohana = bewildering/enchanting; mantra-ādi = mantras and so forth; yoga = use, application; abl. of causeऔर काम-तंत्र के मोहन-मंत्र आदि के प्रयोग के कारण — काम-तंत्र से सम्बन्धित मोहित करने वाले मंत्र इत्यादि के उपयोग से (yoga = प्रयोग; abl.
caand — the second ground paired with the first ca links the two abl. groundsऔर — यह दोनों हेतु आपस में जुड़ते हैं (ca)
tad ca — and that [inference holds]; svarūpasya veśāntareṇa ācchannatayā gamanāt — because he goes about with his own form hidden under a change of disguise; kāma-tantrīya-mohana-mantrādi-yogāt ca — and because he uses the bewitching mantras and the like of the science of love
And here is why the two skills can be read into the example. First, the viṭa goes about with his real identity hidden under a disguise, moving in another's dress — that shows his grooming-and-attendance skill at work. Second, he puts to use the bewitching mantras and the rest that belong to the science of love — that shows his knowledge of love's arts. Both are on display in the illustration even though neither is named.
mohana-mantra: an enchanting or bewildering spell drawn from the kāma-tantra. Jīva maps each defining skill onto something the viṭa is seen doing: the disguise = the veśa-upacāra skill; the love-spells = the kāma-tantra-kalā knowledge.
