tulyaḥhe who is equal (the same toward all) nom. sg., predicated of the hero(जो सबके प्रति) समान रहता है
dakṣiṇaḥ ucyateis called "dakṣiṇa" (the even-handed hero) passive present 'is called'वह दक्षिण (नायक) कहलाता है
nāyikāsu api anekāsu — even among many heroines; tulyaḥ — one who is equal; dakṣiṇaḥ ucyate — is called dakṣiṇa.
This is the definition line. A hero who stays equal even toward many heroines at once — favoring none over the others — is called dakṣiṇa, the even-handed hero. The illustrative verse that follows will show such a hero.

snātā tiṣṭhati kuntaleśvara-sutā — the Kuntala king's daughter stands, bathed; vāraḥ aṅga-rāja-svasuḥ — it is the turn of the Aṅga king's sister.
The illustration begins — a report being made to the hero. One queen, the daughter of the Kuntala king, has bathed and stands ready. At the same time it is the appointed turn of another, the sister of the Aṅga king. Two claims on the hero are placed side by side.

The report piles on further claims. This very night has been won by Kamalā at the gambling-board — so the night is hers. And on top of that, today the chief queen must be appeased. Now several queens all have a rightful call on the hero at once.

The speaker names herself — a messenger. "So," she says, was the situation of the ladies of the inner quarters; and when she, having grasped it all, laid the whole matter before the hero — this sets up what the hero did next.

The point of the illustration lands. Hearing that every queen had an equal claim, the hero could not decide which to favor — his mind went blank — and he stayed frozen like that for two or three nāḍikās (a nāḍikā is about twenty-four minutes). That very inability to prefer one over the others is what makes him dakṣiṇa, equal to all.

vipriyaṁ yat yat vakti — whatever unpleasant thing one says; tasya tasya viruddham — each is the opposite (of the agreeable).
Jīva defines the first of three technical terms. "Vipriya" is unpleasant speech: whatever a lover says that runs contrary to what would please the beloved. He is fixing the plain meaning of the word before distinguishing it from the next two.

aparādhaḥ — an offense; anyam anyam api atikramaḥ — is going over to another and another, a transgression.
Jīva defines the second term. "Aparādha" (offense) means atikrama, transgression: the lover turning to one other woman after another. Unlike mere unpleasant speech, this is an act that oversteps.

Viśvanātha sets the dramatic frame. He reads the verse as spoken by some female messenger who has the run of the inner quarters, and she is telling this to her own girlfriend. So the whole report is one confidante speaking to another.

Viśvanātha unfolds why the bathed queen has a claim. Because she has bathed (after her season), it is the law-book itself that prescribes union with her today. So her claim rests on scriptural duty, not mere preference.

Viśvanātha gives the ground of the second queen's claim, and it differs from the first. The bathed queen's claim came from the law-book; this one, the Aṅga king's sister, has her claim from worldly custom — it is simply her rightful turn by the household's rule of fair rotation. Two queens, two different grounds.

Viśvanātha spells out the force of the gambling line. Since Kamalā has won this night at the dice, the implied sense is a rhetorical question: how could she possibly release you today? She has fairly won her claim, so she will not give it up. This is the third queen's ground: the wager.

Viśvanātha names the fourth claimant. The verse-word "devī" (the queen) means Rukmiṇī, the chief consort; and the sense is that she deserves to be appeased today. So now a fourth queen too has a rightful call.

Viśvanātha glosses the verse's "having understood." It means the messenger reported only after she herself had grasped the full rightness of every queen's claim — each one's fitness, on its own ground. She laid out four equally valid claims, knowing them to be equal.

Viśvanātha ties the whole verse together and states its teaching. The messenger, addressing Kṛṣṇa as Lord of Dvāravatī, had submitted: "attend to the ladies of the inner quarters." Hearing four equally rightful claims, the lord fell into apratipatti — sheer inability to settle whom to choose — and his mind went dazed. And precisely that dazed helplessness signals the point: there is no gradation of love toward those four queens. He loves them equally, and that is why he is dakṣiṇa.
