He describes the pastime of His being of many forms, in the verse beginning yathā.

“In its own sources” (sva-yoniṣu) means in its own manifesters, and avahitaḥ means deposited. The Soul of all (viśvātmā), the Person (pumān), is the Supreme Lord. Among living beings (bhūteṣu), though He is the inner controller, He is spoken of as if manifold, through the diversity of one source after another.

alternative

Or else, this is to be understood by way of the form of the knower of the field (kṣetra-jña).

Viśvanātha Cakravartī

avahitaḥ sadā-sthito yathā tathā viśvātmā antaryāmī bhūteṣu prāṇiṣu |
On avahitaḥ and viśvātmā and bhūteṣu — As fire is ever-present, deposited (in the wood), so too the Soul of all, the inner controller, is present among living beings.
yadi teṣv evāgnir mathanena prakaṭīkṛtaḥ syāt tadā tāny eva dāruṇi dahati evam eva śravaṇādibhiḥ sādhanaiḥ sākṣāt-kṛtaḥ paramātmā māyikam upādhiṁ jīvasya dūrīkarotīti dhvaniḥ ||
The purport is: if that fire were made manifest in those very pieces of wood by friction, it would then burn those very pieces of wood; in the same way, the Supreme Self, directly realized by such means as hearing, removes the illusory limiting condition of the living being.

As fire is ever-present, deposited (avahitaḥ) in the wood, so too the Soul of all (viśvātmā), the inner controller, is present among living beings (bhūteṣu).

conclusion

The purport is this: if that fire were made manifest in those very pieces of wood by friction, it would then burn those very pieces of wood; in the same way, the Supreme Self (paramātmā), directly realized by such means as hearing (śravaṇa), removes the illusory (māyika) limiting condition of the living being (jīva).

He states His being of many forms even while being one, in the verse beginning yathā.

As the one fire (vahni), deposited—ever-present—in pieces of wood (dāru), its own manifesters (sva-yoniṣu), appears as manifold (nānā), so too the one Soul of all (viśvātmā), Vāsudeva, appears among living beings (bhūteṣu); thus, while there is difference in what is to be controlled, in Him there is non-difference.

This rests on the authority of the śruti: “Being but one, He yet shines forth in many ways.”

conclusion

As fire, made manifest by friction, would burn the pieces of wood, so He, made manifest by meditation (dhyāna), consumes the limiting conditions of the living being (jīva)—this is what is indicated.
