It was stated that Vāsudeva is to be worshipped because He bestows liberation; now, in these two verses, he states that it is also because He is the object of the import of all the scriptures.
They are those of which Vāsudeva alone is the highest, the object of their import.
Raising the doubt that the Vedas are seen to be devoted to sacrifice, he states that they too, since they serve for His worship, have only Him as their highest.
'yogāḥ' means the yoga-treatises. Raising the doubt that they too are devoted to the rites of posture, breath-control, and the like, he states that those too have Him as their highest, since they are means to attaining Him.
'jñānam' means the treatise of knowledge. Raising the doubt that it is surely devoted to that knowledge itself, he states that knowledge too has Him as its highest.
'tapaḥ' here is knowledge.
'dharmaḥ' is the treatise of dharma, which concerns charity, vows, and the like.
Raising the doubt that it is surely devoted to that heaven, he glosses 'gatiḥ' as that which is reached, the fruit such as heaven, and states that it too, since it is a portion of His bliss, is indeed the highest.
Or else, it is stated that by 'the Vedas' alone, since they are the root of all, all these too have Vāsudeva as their highest.
There, raising the doubt that, since they are devoted to the various aims of sacrifice, yoga, rites, and the like, they do not have Him alone as their highest, it should be understood that even the sacrifices and the rest are stated to have Him as their highest.
Thus it was stated that Vāsudeva alone is to be worshipped, and that the import of all the scriptures is in Him alone — so he says, in these two verses.
Here it should be understood that the principal sense is that, for the yogas and the rest, having Him as their highest comes about only somehow through their being aids to devotion.
And the Vedas should be known to be devoted chiefly to the section on ritual action; in the case of some, however, devotion directly to bhakti is also seen, as in the verse: 'For that great soul who has supreme devotion to God, and the same devotion to the guru as to God, these meanings spoken of become manifest.'
But surely it is by the Vedas themselves that the forefathers and the rest are declared to be worthy of worship; what is the fault in them? To that he says: they are those of which Vāsudeva alone is the highest, the object of their import — as in the verse, 'This speech named the Veda, lost in time at the dissolution, was first spoken by Me to Brahmā; the dharma in it has Me for its essence.' From the Lord's statement running from 'what does it enjoin, what does it declare?' onward to 'it enjoins Me, it declares Me,' the meaning is that people worship the forefathers and the rest only through not understanding the import of the Veda.
But surely the Vedas' being devoted to sacrifice, yoga, and the like is seen plainly here and there? True. Yet because, by the statement of Śrī Nārada, 'Those who do not know their own realm where the Lord Janārdana dwells, dull-witted, speak of the Veda as concerned with ritual action, being ignorant of that,' there is no import of the Veda in sacrifice, yoga, and the like; and by the statement of the Lord, 'the dharma in which has Me for its essence'; and by the statement of Śrī Devahūti, 'they performed austerity, they offered oblations, they bathed, the noble ones recited the Veda, who utter Your name'; and by the statement of Nārada, 'as by watering the root of a tree'; and because the import is understood to be in Vāsudeva alone — the meaning of all the Vedas is solely pure devotion to the Lord.
Or else: the sacrifice's having Vāsudeva as its highest, since it consists of the worship of the deities such as Indra, who are powers of the limbs such as the arms of Vāsudeva, is well known in the early account of Bharata. Yoga too, having meditation on the Lord and the like as its highest, is well known in the teaching of Kapila. And the rites too have Him as their highest, since the fruit is not accomplished without their being offered to Him. Knowledge and austerity have Brahman alone as their highest, owing to the karma-yoga stated in the previous verse; by the word 'dharma,' the supreme dharma — hearing, chanting, and the rest; and by 'gatiḥ' — prema, final release, and the rest, which are to be attained by it; these two have Vāsudeva alone as their highest.
Thus the two verses, 28-29.
॥ 28-29 ॥
Devotion to Vāsudeva was stated because He bestows liberation; and because of the import of all the scriptures, that very devotion is fitting in Him alone — so he says, in these two verses.
They are those of which Vāsudeva is the highest, the object of their import — such Vedas.
By the śruti, 'all the Vedas declare that station,' and by the smṛti, 'by all the Vedas it is I who am to be known,' the meaning is that all of them, directly and through succession, make Him alone known.
As to the fact that their being devoted to sacrifice and the rest is seen, he states that this is only owing to a knowledge of essential truth.
'makhāḥ' are sacrifices; 'kriyāḥ' are practices such as bathing and the twilight worship. 'dharmaḥ' is characterized by the offering of one's own enjoyable goods to worthy recipients; these have Him as their highest by way of the purification of the heart.
'yogāḥ' are the eightfold yogas, characterized by the restraint of the mind's fluctuations. 'tapaḥ' is characterized by the service of the five fires, the kṛcchra penance, and the like. These have Him as their highest by way of the subjugation of the senses.
'jñānam' has Him as its highest by way of entry into the meaning of the Upaniṣads, which takes the form of proficiency in grammar and the other auxiliaries of the Veda; 'gatiḥ' is liberation, and it too has Him as its highest, since it consists in continued devotion.
Thus the two verses, 28-29.
