With the word prāyeṇa the speakers reject the notion that others might, over a long span of time and through hearing many śāstras, arrive at the conclusion for themselves.
Addressing him as O noble saint (sabhya sādho), they explain that in this age of Kali people are short-lived; even among these, they are lazy; even among the lazy, their understanding is very poor; and even among such people, they are unfortunate, beset by obstacles, and afflicted by illness and the like.
With the word prāyeṇa he describes the people of Kali.
Manda-bhāgyāḥ means those of little pious merit.
An objection is raised: "After hearing all of that from me, surely you yourselves and people like you can determine the highest good." To this they reply, addressing him as O noble one, knower of place, time, and person: in this age of Kali people are, for the most part, simply short-lived.
Even if somehow they are long-lived, they are lazy (mandāḥ) in matters of the highest truth. If some are not lazy, then they are unintelligent (nirbuddhayaḥ). If some are intelligent, then they are unfortunate (manda-bhāgyāḥ), lacking the association of such saints. And even if they do gain good association, they are afflicted (upadrutāḥ) by illnesses and other disturbances, so they get no opportunity either to hear from such saints, or, having heard, to determine the path of their own welfare and act upon it point by point.
Or else (yad vā) the verse may be read simply as a flat sequence: short-lived, and even then lazy, and so on.
With the word prāyeṇa they show that they have no desire to hear all the śāstras he has studied.
Addressing him as O noble one, they explain: in this age of Kali people are generally short-lived; and even if they live long, they are lazy (mandāḥ) in hearing about the supreme truth. Even where there is no laziness, they are dull-minded (manda-matayaḥ); and even if not dull-minded, they are unfortunate (manda-bhāgyāḥ), bereft of the good fortune of contact with realized saints. And even if that good fortune is present, they are still distressed (upadrutāḥ), afflicted by disease and other troubles.
Or else (yad vā) the meaning is: short-lived, and even then lazy, and so forth.
