Rūpa now widens the list of who speaks Prakrit on the stage. This line names two kinds of character. First, those puffed up and reckless because wealth and power have gone to their heads. Second, those broken in spirit, their very minds worn down by poverty. The sentence does not finish here — it runs on into the next line, which adds a third kind and then delivers the ruling.

This kārikā continues the stage-language convention of Sanskrit drama (from Bharata's Nāṭyaśāstra): characters are given Sanskrit or Prakrit by rank and dignity. v133 assigned Sanskrit to the gods, the sages, and the hero; v136 fixed Prakrit for all women. Here Rūpa extends the Prakrit-speaking class to characters marked out not by sex but by a fallen or low condition — beginning with the arrogant-rich and the poverty-stricken, both of whom lack the composed dignity that Sanskrit on stage signals.
