The last kārikā said dramatic Prakrit is sixfold and named the first three — Prākṛtī, Śaurasenī, and Māgadhī. Rūpa now finishes the roster with the remaining three: Paiśācī, then Cūlikā-Paiśācī (a sub-variety of it), and last Apabhraṁśa. The word kramāt, "in that order," tells us this is a graded sequence, running from the higher Prakrit dialects down to the coarsest, Apabhraṁśa. These six are the stock of stage-speech from which each character is assigned a dialect by rank.

This is the standard dramatic bhāṣā-vibhāga (assignment of stage-dialects), inherited from Bharata's Nāṭyaśāstra: alongside Sanskrit for high male figures, drama uses a set of Prakrits distributed among the lower and non-elite characters. Paiśācī and its sub-branch Cūlikā-Paiśācī were reckoned very low, rustic speech; Apabhraṁśa, literally "falling-away, corruption," is the most degraded, given to the lowest character-types. The order is a hierarchy, not a mere list.

Having listed the dialects, Rūpa now sets the rule for the women of the play. For all women — every one, whatever her rank — Prākṛta is the fixed, prescribed stage-speech. The word sarvāsāṁ, "all," is emphatic: no woman speaks Sanskrit on stage, however high her station. And niyataṁ makes it binding — this is not left to the playwright's taste but is a settled convention of the craft. (Which particular Prakrit each woman gets still follows her type; the general assignment of Prakrit-not-Sanskrit is what is fixed here.)
परन्तु यहाँ सब स्त्रियों की भाषा नियत रूप से प्राकृत ही होनी चाहिए। पद या कुल का भेद नहीं — कोई भी स्त्री इससे अलग नहीं। यह निर्धारण अनिवार्य है, कवि की रुचि पर निर्भर नहीं।
This completes the male/female contrast of the convention: the earlier kārikā gave Sanskrit to gods, sages, and the hero; here all women are given Prakrit. In practice the default women's dialect is Śaurasenī, with Māgadhī and the lower Prakrits reserved for lower-status female characters — but the kārikā's own claim is only the blanket one, that women speak Prakrit and not Sanskrit.

In their graded order, the remaining three stage-dialects are Paiśācī, then Cūlikā-Paiśācī, and last of all Apabhraṁśa — completing, with the three already named, the sixfold set of dramatic Prakrits. But within this whole scheme of stage-speech, for all the women of the play, whatever their rank, Prākṛta is the fixed and binding rule: no woman speaks Sanskrit on stage.

A defining kārikā: it closes Rūpa's roster of the six dramatic Prakrit dialects (naming the last three in descending order) and then lays down the fixed convention that all female characters are assigned Prākṛta, not Sanskrit.
