munīndrairby the lords of sages instrumental of agent with ślāghamānāमुनीन्द्रों के द्वारा
nabhasi — up in the sky; rabhasavadbhiḥ munīndraiḥ — by the thrilled lords of sages; ślāghamānā — [she,] being sung in praise.
Up in the sky the great sages are thrilled, hymning her praises.
An udāharaṇa of the tulya-viśeṣaṇa patākā-sthānaka — the fourth and last variety of the foreshadowing device, the dvy-artha (double-meaning) kind defined at kārikā 192 (nc.8.93). Suparṇa (Garuḍa) speaks it to Kṛṣṇa in Act 5 (5.28) of the source play. The whole verse praises jaya-śrīḥ, the Goddess of Victory, who will desert the Cedi-king's camp and come to Kṛṣṇa — a promise of triumph over Śiśupāla; but every qualifier fits a second referent too, so that the same words foreshadow the winning of the beloved (the treatise draws this out at nc.8.95, naming it the foreshadowing of Candrāvalī). Because one set of viśeṣaṇas serves both meanings, it is tulya-viśeṣaṇa, 'matching description.'

mahita-kuvalayākṣī kīrti-śubhrāṁśu-vaktrā |
mahita-kuvalayākṣīhonored, her eyes lovely blue lotuses bahuvrīhi, feminine — a description of jaya-śrīḥजिसके पूजित नील-कमल के समान नेत्र हैं (स्त्रीलिङ्ग बहुव्रीहि, जय-श्री का विशेषण)
kīrti-śubhrāṁśu-vaktrāher face the white-rayed moon of her fame bahuvrīhi; śubhrāṁśu = the moon — the face is bright as the moon of her renownजिसका मुख कीर्ति-रूपी चन्द्रमा के समान उज्ज्वल है (बहुव्रीहि; śubhrāṁśu = चन्द्रमा)
mahita-kuvalayākṣī — honored, her eyes blue lotuses; kīrti-śubhrāṁśu-vaktrā — her face the bright moon of her fame.
She is honored by all, her eyes like blue lotuses, her face a bright moon of fame.
Both epithets are chosen to fit the two readings at once — they suit the Goddess of Victory and equally suit the beloved whose winning is being foreshadowed. This double fit is exactly what makes the device tulya-viśeṣaṇa.

nṛpakulamthe whole company of kings accusative, object of hitvāराजाओं के समूह को (hitvā का कर्म)
hitvāhaving forsaken, walked away from gerund; its subject is jaya-śrīḥ (L4)छोड़कर (जिसका कर्ता जय-श्री है)
cedi-rāja-pradhānaṁthe one headed by the Cedi king accusative, describing nṛpakulamजिसमें चेदिराज प्रधान है (ऐसे राजसमूह को — nṛpakulam का विशेषण)
iha — here; cedi-rāja-pradhānaṁ nṛpakulam — the company of kings led by the Cedi king; hitvā — having forsaken.
Here she turns her back on the whole company of kings led by the Cedi king.
cedi-rāja is Śiśupāla, king of Cedi, Kṛṣṇa's rival. On the surface, the Goddess of Victory deserts the losing side — Śiśupāla and his allied kings; on the second reading, the beloved leaves the Cedi-king's party behind.

O tamer of Mura, Jaya-Śrī — the very Glory of Victory — will come to you, who long for her.
jaya-śrīḥ is the pivot of the double meaning. Read straight, it is the Goddess of Victory promising Kṛṣṇa triumph; read as tulya-viśeṣaṇa, the same praise-words foreshadow the winning of the beloved — the two meanings running side by side through the one verse.
