When a figure of speech is used that way — to point, by likeness, at something unseen — that ornament is called tulya-tarka, 'inference by the parallel'. The likeness on the surface lets the audience reason their way to the hidden matter underneath.
जो अलंकार अभीष्ट भाव के तुल्य अर्थवाले रूपकों अथवा उपमाओं के द्वारा प्रयुक्त किया जाता है, और इस प्रकार जो अप्रत्यक्ष अर्थ का — अर्थात् जिसे सीधे नहीं दिखाया जा सकता, उस भाव का — स्पर्श कर लेता है, वह 'तुल्य-तर्क' कहलाता है। तात्पर्य यह कि जिस बात को खुले रूप में नहीं दिखाया जा सकता, उसे तुल्य अर्थवाले रूपक या उपमा से संकेतित कर दिया जाता है।

The topic-marker heads it as tulyārthaka ('the equal-in-sense ornament'); the verse closes it with its Nāṭyaśāstra name, tulya-tarka. The device works by figuration: a metaphor or simile that matches the intended sense is deployed to hint at what cannot be shown outright.
यह इस विभाग में वर्णित नाटक के छत्तीस भूषणों में से एक 'तुल्य-तर्क' का लक्षण-श्लोक है। प्रकरण के आरम्भ में इसे 'तुल्यार्थक' (समान अर्थवाला भूषण) कहकर उठाया गया है, और श्लोक के अन्त में नाट्यशास्त्रीय नाम 'तुल्य-तर्क' से इसका उपसंहार होता है। यह अलंकार आलंकारिकता से कार्य करता है — अभीष्ट अर्थ के तुल्य रूपक या उपमा का प्रयोग करके उस बात का संकेत किया जाता है जिसे प्रत्यक्ष रूप से नहीं दिखाया जा सकता।

अभीष्ट भाव के तुल्य अर्थवाली (tulyārthābhiḥ) रूपकों (rūpakaiḥ) अथवा (vā) उपमाओं (upamābhiḥ) के द्वारा प्रयुक्त (prayojitaḥ), और इस प्रकार अप्रत्यक्ष अर्थ का स्पर्श करनेवाला (apratyakṣārtha-saṁsparśaḥ) जो अलंकार है, वह 'तुल्य-तर्क' (tulya-tarkaḥ) इस नाम से (iti) कहा गया है (īritaḥ)।
When a metaphor or a simile whose sense runs parallel to the matter you intend is set to work so that it reaches out and grazes something that cannot be shown directly to the eye, that ornament — pointing by likeness to what stays unseen — is declared to be tulya-tarka, 'inference by the parallel'.
