An udāharaṇa of padoccaya, the word-figure defined in the kārikā at 167 (nc.8.48): the piling-up (uccaya) of many words of like aim. The lead-in adds a second wording for it from the Sāhitya-darpaṇa (6.180) — 'padoccaya is an accumulation of words that fits the sense (arthānurūpa)' — and offers this verse as its illustration. Watch the accumulation work: the lines heap up like-sounding, like-purposed words — cala-cakora-camatkṛti-cumbinī, smita-sudhā / sudhākara, vidhuratas / vidhaye / dhurandharām — every one bent to the single plea, 'turn your face to me.' Quoted 'yathā daśame' — as in the tenth act (verse 10.8); the speaker is not named in the source.

Your restless glances kiss the wonder of the darting cakora birds — those birds that live on moonlight. So her eyes are already reaching moonward; that sets up the moon-and-nectar wordplay that runs to the end.
