padoccaya, 'the heaping-up of words', is one of the lakṣaṇas — the marks or figures of dramatic composition catalogued in this vibhāga. It stands right after viśeṣaṇa (165: siddhān bahūn pradhānārthān uktvā yatra prayuñjate), and the tu marks the turn from that figure to this one.

The heaping that results carries a meaning like that of the words already there. When many words already in use are gathered up by many further words of similar sense, that is what you should recognize as padoccaya, 'the heaping of words.' The whole test is in sadṛśārtha, 'of like meaning': the extra words echo the sense of the first ones. That is what separates it from viśeṣaṇa, where the heaped-up meanings are the principal ones, not merely similar.
