Kṛṣṇa is speaking, in the fourth act. Here, he says, spring itself — madhu — is rejoicing in person, radiant and splendid, arm in arm with the gentle south breeze. This is the first of the glories he sets out.
यहाँ वसन्त ऋतु स्वयं शोभा से भरा हुआ है। दक्षिण की मन्द वायु उसकी सखी बनी हुई है। वह प्रत्यक्ष रूप से आनन्द मना रहा है।
An udāharaṇa of viśeṣaṇam, the sandhy-aṅga defined at 166: siddhān bahūn pradhānārthān uktvā yatra prayuñjate viśeṣa-yuktaṁ vacanaṁ vijñeyaṁ tad viśeṣaṇam — 'having stated many already-established chief matters, where one then employs a statement furnished with a distinguishing point, that is to be known as viśeṣaṇa.' The commentary on the next kārikā spells out the fit (atra prasiddhārthān madhu-vṛndāvanādīn uktvā rādhābhisārasya vaiśiṣṭya-kathanād viśeṣaṇam): here Kṛṣṇa first names the well-known glories — madhu (spring), Vṛndāvana, and the rest — and then caps them with the special distinction of Rādhā's tryst. Cited from the fourth act (yathā caturthe), spoken by Kṛṣṇa.

But — if Rādhā keeps her tryst here, then for me this very place turns into a great... Here is the turn. Everything named so far was already glorious. Now Kṛṣṇa adds the one condition that outweighs it all: Rādhā's coming. This single clause, 'if Rādhā trysts here,' is the distinguishing point that makes the whole utterance a viśeṣaṇa.
यदि राधा यहाँ अभिसार करे, तो मेरे लिए यह सारा दृश्य महान् ही बन जाता है।
Why cited: the pivot of the udāharaṇa of viśeṣaṇam (166): after the established glories, the viśeṣa-yuktaṁ vacanam — the statement carrying the distinguishing point — 'if Rādhā trysts here.' ...a great uproar of being swung on the waves of an ocean of love-play made of thick, brimming bliss. Read the compound from the inside out: bliss so dense it is an ocean; its love-play, the waves; the swinging on those waves; and the sheer tumult of that swinging. That is what one word — Rādhā's tryst — does to the whole scene. All the earlier glories were real, but this single distinction floods them into an ocean. That heightening is exactly the viśeṣaṇa.
