L1definition
mukhādi-sandhiṣv aṅgānāṁ kramo’yaṁ na vivakṣitaḥ |
mukhādi-sandhiṣuwithin the sandhis beginning with the mukha — i.e. in each of the five junctures (mukha, pratimukha, garbha, avamarśa, nirvahaṇa) locative of place — the setting in which the ordering question arisesमुख आदि (मुख, प्रतिमुख, गर्भ, अवमर्श, निर्वहण) सन्धियों में

mukhādi-sandhiṣu aṅgānāṁ ayaṁ kramaḥ na vivakṣitaḥ — within the junctures beginning with the mukha, this sequence of the aṅgas is not meant to be binding.
A rule of interpretation. Within the five junctures — mukha, pratimukha, and the rest — the aṅgas were each listed in a certain order. Do not read that order as a fixed law. The sequence in which they were named is not what Rūpa intends to prescribe. A playwright need not deploy the sub-limbs in the exact order they were catalogued.
The five sandhis (junctures) of a play are mukha, pratimukha, garbha, avamarśa (vimarśa), and nirvahaṇa; each has its own set of aṅgas or sub-limbs (sandhy-aṅga), which the preceding kārikās have defined one by one. This kārikā is a paribhāṣā — a governing metarule — clarifying that the enumeration-order of those aṅgas carries no binding force. It follows directly on ref 124 (v125), where he noted that some aṅgas were even called dispensable by the authors of the Daśarūpaka.

vyutkramātbecause the order there runs the other way, because the sequence is inverted ablative of cause — second ground for the ruleक्योंकि (वहाँ) क्रम का व्युत्क्रम (उलटफेर) है — यह दूसरा कारण
apieven — the sequence is not merely varied but actually reversedभी
ādyaiḥ kramasya anādarāt lakṣyeṣu vyutkramāt api [ayaṁ kramo na vivakṣitaḥ] — because the early authorities pay the order no heed, and because in the model works the sequence is even inverted, [this order is not meant to be binding].
Two reasons the order is not binding. First, the early masters of the art themselves paid it no regard — they did not treat the listing-sequence as a law. Second, in the model plays that serve as illustrations, the aṅgas actually appear out of sequence — not merely rearranged but sometimes reversed. Practice and precedent both show the order was never fixed. So the sequence stands only as a convenient way to enumerate, not as a rule of composition.
ādyaiḥ, 'the early ones', are the founding authorities on nāṭya whose usage sets precedent. lakṣya (the illustrated works) is paired with lakṣaṇa (the definition): a rule is confirmed against the actual plays, and here the plays themselves show inversion of the aṅga-order, so the rule of order fails the test and is dropped as non-binding.
mukhādi-sandhiṣu aṅgānāṁ ayaṁ kramaḥ na vivakṣitaḥ; ādyaiḥ kramasya anādarāt lakṣyeṣu vyutkramāt api.
mukhādi-sandhiṣu aṅgānāṁ ayaṁ kramaḥ — ādyaiḥ kramasya anādarāt lakṣyeṣu vyutkramāt api ca — na vivakṣitaḥ।
Within the sandhis beginning with the mukha — the five junctures of a play — the aṅgas were each set down in a certain order; but that order is not meant to bind. For the early masters of the art paid the listing-sequence no regard, and in the model plays that serve as illustrations the aṅgas even appear out of sequence, reversed. The order in which the sub-limbs were catalogued is therefore only a convenience of enumeration, not a law a playwright must follow.
A paribhāṣā (governing metarule) declaring that the enumeration-order of the sandhy-aṅgas across the five junctures carries no binding force — grounded in the practice of the early ācāryas and in the inverted order found in the lakṣya plays.
