The verse — decoded
L1definition
aṅgān niṣpādayed etān nāyakā pratināyakā |
aṅgānthe aṅgas — the sub-limbs of the junctures — as what is to be enacted accusative plural, object of niṣpādayetइन अंगों को (सन्धियों के अंगों को) — कर्म रूप में
niṣpādayetone should bring about, should carry out [them] in the action causative optative of niṣ-√pad — the prescriptive verb of the ruleसम्पन्न करे, निभाए — यही विधिवाचक क्रिया है (करना चाहिए)
etānthese very ones — pointing back to the aṅgas just catalogued accusative plural, agreeing with aṅgānइन्हीं (पूर्वोक्त अंगों) को
nāyakā pratināyakāthe hero and the anti-hero [are the ones to do so] nominative subjects (the metrical -ā stands for -āḥ) — who effects the aṅgasनायक और प्रतिनायक (ये दोनों कर्ता) — जो इन अंगों को निभाते हैं
nāyakā pratināyakā — the hero and the anti-hero; etān aṅgān — these aṅgas, the sub-limbs of the junctures; niṣpādayet — should carry out in the action.
Who is to enact these aṅgas — the sub-limbs of the junctures just listed? First of all, the hero and the anti-hero. It is they who should bring these limbs about as the play moves. So the rule assigns the primary duty to the two central characters, the nāyaka and his opponent.
etān aṅgān points back to the sandhy-aṅgas catalogued through this vibhāga; the kārikā now settles not what they are but who performs them. The pairing nāyaka / pratināyaka is the protagonist and the antagonist — the two poles the main action turns on.

tad-abhāve — when the hero is absent; patākādyāḥ — the episode-hero and the rest [carry them out]; tad-abhāve — when those too are absent; tathā — likewise; itaraḥ — some other character.
Where the hero himself is not present in a given scene, the patākā-nāyaka — the hero of the subordinate episode — and characters of that rank take the aṅgas up. And where even those are absent, in the same way some other character carries them out. So the duty descends in order: hero and anti-hero first, then the episode-hero and his kind, then anyone else who is at hand.
The patākā is the subordinate, running episode of a play (the prakarī is a briefer one still); its hero is the patākā-nāyaka, the next rank of agent below the nāyaka. The kārikā thus lays out a chain of fallback for enacting the aṅgas — nāyaka and pratināyaka → patākā-nāyaka and the like → any other character — so that no limb of a juncture goes unperformed for want of the leading figures.
nāyakā pratināyakā etān aṅgān niṣpādayet; tad-abhāve patākādyāḥ [niṣpādayeyuḥ]; tad-abhāve tathā itaraḥ [niṣpādayet].
etān aṅgān nāyakā pratināyakā niṣpādayet; tad-abhāve patākādyāḥ (niṣpādayeyuḥ), tad-abhāve tathā itaraḥ (niṣpādayet)।
These aṅgas — the sub-limbs of the junctures just catalogued — should be enacted by the hero and the anti-hero. Where the hero is not on hand, the patākā-nāyaka, the hero of the subordinate episode, and characters of his rank take them up; and where even those are absent, in the same way some other character carries them out.
A definition kārikā assigning who enacts the sandhy-aṅgas: a fallback chain — nāyaka and pratināyaka first, then the patākā-nāyaka and his kind, then any other character — so no limb goes unperformed.
