The verse opens with a clever twist. Everyone knows the gods churned the ocean of milk. But the poet says: that 'milk-ocean churning' was only a pretext (dambha). What they were truly churning was the ocean of beauty. Under cover of the one, they did the other. The point of the conceit will land in the last line.
देवताओं ने क्षीरसागर के मन्थन का बहाना बनाकर वास्तव में सौन्दर्य के समुद्र का ही मन्थन किया।
An udāharaṇa of the sandhy-aṅga also named udāharaṇa — 'exalting speech' — defined in the preceding kārikā (nc.6.60, kārikā 84): sotkarṣaṁ vacanaṁ yat tu tad udāharaṇaṁ matam, 'speech carrying an exaltation (utkarṣa) is what is held to be udāharaṇa.' The two senses coincide: this illustration is itself a speech of praise. Per the lead-in (yathā tatraiva—), it is quoted from the same play cited just before, at 5.30, spoken by the suparṇas (the celestial birds) 'gazing with wonder' (nirvarṇya savismayam). Their whole speech lifts a certain princess above even Lakṣmī — that upward praise is the utkarṣa that makes it udāharaṇa.

It was the gods who drew her up out of that churning — Lakṣmī herself. Charming on every side, made of the very wealth of all that is finest. Note the 'she who…' (yā): it is left hanging, waiting for its 'that very one' (sā) in the next line.
जो मनोहर है और श्रेष्ठ सम्पत्ति के सार से ही बनी हुई है, वह (लक्ष्मी) देवताओं के द्वारा चारों ओर से ऊपर निकाली गई।
Lakṣmī, the goddess of fortune, rose from the churning of the ocean and is the standard by which all beauty is measured — which is exactly why the poet reaches for her: to be topped.
लक्ष्मी, सौभाग्य की देवी, समुद्र-मन्थन से प्रकट हुई और सारे सौन्दर्य की कसौटी हैं — इसीलिए कवि उन्हीं को सामने रखता है, ताकि उनसे भी बढ़कर (राजकुमारी को) दिखा सके।

…even Lakṣmī does not carry it — for all her radiance — the way this king's daughter does. Ah, the wonder of it! The whole speech lifts the princess above even the goddess of fortune herself. And now the opening conceit pays off: if this princess outshines Lakṣmī, then when the gods churned that ocean, what they were really drawing up was the ocean of beauty that she embodies. That upward praise (utkarṣa) is exactly what the kārikā means by udāharaṇa.
अहो! अपनी कान्तियों से उस चतुरता को (लक्ष्मी) उस प्रकार धारण नहीं करती, जिस प्रकार यह राजा की राजकुमारी धारण करती है।

Under the mere pretext of churning the ocean of milk, the gods in truth churned the very ocean of beauty — and she whom they drew up out of it, captivating on every side and brimming with all that is choicest, was Lakṣmī herself. Yet even that Lakṣmī, for all her radiance, does not hold the eyes with a wonder that lasts and lasts the way this king's young daughter holds them — ah, the wonder of it!
देवताओं ने छल के बहाने से क्षीरसागर के मन्थन का ढोंग रचकर वास्तव में सौन्दर्य के अमृत-सागर का ही मन्थन किया, और उसमें से चारों ओर से जो मनोहर, श्रेष्ठ सम्पत्ति के सार से ही गढ़ी हुई लक्ष्मी ऊपर निकाली गई — अहो, वह लक्ष्मी भी अपनी कान्तियों से नेत्रों में चिरकाल तक ठहरने वाला विस्मय उत्पन्न करने की उस चतुरता को उस प्रकार धारण नहीं करती, जिस प्रकार यह राजकुमारी अपनी कान्ति से धारण करती है।
